More Cartagena pay less for municipal services (11/11/2009)

The Councillor for Finance and Interior, José Cabezas, has announced the tax proposal for 2010 that was approved today by the Governing Board and has compiled with the economic situation and this is a proposal that is based on freezing tax lamoderación rates and greater subsidies for pensioners and large families.

According to Cabezas, the final result of the upgrade is that more cartageneros they will pay less for municipal services and, according to our calculations, the sum of all receipts only mean an increase of 69 cents per person per month, a very reasonable amount considering the current situation, and even in the case of retirees will reduce its contribution at 0.13 euros on average.

So, as far as municipal taxes is concerned, will remain at the same levels as this year.

The tax on vehicles, the construction, the capital gains, IAE remain frozen for the second consecutive year and people only appreciate unligero increase in the IBI receipt by rising 1 percent of the assessed value of property that has been out the central government for Spain.

In any case, this measure represents an average increase of 15 cents per citizen per month.

What does remain are the increases in property tax for many families, which can reach 60 percent for large families in general category and 90 per cent of receipt, to the large families of special category.

In most cases, this is the second consecutive year without raises, but rates remain fixed long before.

In this sense, the prices of bus, for example, be the same as in 2008 and therefore cheaper than in 2007, date on which cut the price of tickets.

The truth is that users will travel bus pass in 2010 at the same rate traveled in 2001.

As for the price of water increased by 5.15 percent, an increase that responds to two reasons, first is that water consumption last year dropped 8.5 percent, adding to fixed costs management, which is more expensive per cubic meter.

Second, there is a variable expense, which is the price of water.

Water accounts for 36 percent of the total service cost and pricing of wastewater by the Commonwealth of Taibilla Channel has crecidoentorno to 10 percent in the last year, representing an expenditure in water of 12.3 million euros year.

In any case, the upgrade in the average household consumption is 40 cents per citizen per month, in parallel, will increase lasbonificaciones in water rates for large families and pensioners.

The latter, next year will not pay for consumption below 13 cubic meters (the limit was set so far on 11 meters by 9 meters in 2008 so that in 2 years rises by 44 percent the stretch of water free for pensioners).

Large families will see their rate premium by between 20 and 60 percent, according to its category.

Finally, the economic report on the rate of basurasrecomienda an upward revision of 76 percent to recoup the costs of the service, but given the economic circumstances, is set to update the same proportion as water, ie by 5 , 15 percent (a monthly average increase of 10 cents per citizen).

As regards sanitation, the economic report is updated as of 2.03 percent, representing an impact of 4 cents a month per citizen.

In short, the water bill, sewer and trash the average family pays, bimonthly, will rise about 3 euros or, which is the same, 55 cents a month per citizen.

NEW IN THE URBAN SERVICE FEES

The Town Planning, Joaquín Segado, has announced that it has approved a new Board of Governors fiscal ordinance regulating fees for the provision of urban services, citizens pay only making use of these services provided by the Management Urbanism.

The most commonly used rate, the lower building permit, will decline in 2010 of 1.49 euros.

The remaining charges, which mainly affect companies in the field of construction, land subdivision licensing, major works, industrial or partial plans, are governed by a new rule to calculate the amount, which will be based on project appraisal to be executed, so as to establish a base rate which will be added one per thousand of the project value.

It is unfair to pay the same as a citizen who is going to build a house valued at 100,000 euros to another whose home is valued at one million euros, in addition to the work of urban services is higher for the second, so which the amount payable should be proportional to these parameters, said Segado.
