The new General Urban Plan connects the town of Cartagena with its districts and county (01/10/2008)

The Town Planning, Joaquín Segado, this morning the proposal of the General Urban Plan to local political groups in a Planning and Infrastructure Committee has met in extraordinary session and a single point on its agenda.

The document has had the votes to the popular local group, Citizens Movement abstaining and voting against the PSOE.

From this point, the document will be the plenary of the Corporation the next day on October 9 for initial approval.

The following week, the Plan will begin his term of public exhibition at the Centro Cultural Ramón Alonso Luzzy for three months, one more than the time required by law, and have scheduled meetings with the social, political and economic municipality to seek consensus.

In parallel, subject to sectoral reports, together with the claims that are collected during the time of public exposure, will produce a final document that will be provisional plenary for approval.

Finally, this document, after passing through plenary, it refers to the Directorate General of Urban and Coastal for final approval.

Mowing explained during the presentation, that the proposed General Plan was created with the goal of being a dynamic document, development and economic growth.

In this regard, the Town Planning stressed that the document provides for orderly growth and proportional link between the downtown and neighborhood and county.

The aim is to ensure territorial balance the permanence of the population and the provision of parks and shopping areas themselves in suburban areas.

Thus, the General Plan provides for the creation of new roads and high capacity by reserving land for it.

These new routes are listed in an annex, the municipality Infrastructure Plan prepared by the City of Cartagena and to foster the backbone of the city by creating a new map of radial and ring roads.

The Infrastructure Plan included in the General Urban Plan envisages the creation of new communication systems between central, provincial and districts and major existing infrastructure such as motorway to Murcia (A-30) and AP-7 (Mediterranean Motorway).

It is a new network infrastructure will also connect with the strategic areas of the municipality such as industrial estates and Cabezo The Camachos Beaza.

These new communication systems are:

Expansion of the N-332-1. Facilitate the connection of the urban center with St. Joseph the Worker and the west side of town.

Provides for the splitting of this road to the existing link with the AP Mills Marfagones 7.

Northern ring Cartagena - Siphon Road.

This circular, two-lane, would be composed of three different branches that will connect the motorway AP-7 (the section of the Mediterranean motorway toll free running through the northern municipality) with the F-37 at the height of Santa Ana ( Siphon the familiar way), with the F-36 one mile north of the round with a round cross north, and the F-35 at the height of the Asomada.

This new infrastructure would lead to long-haul traffic Murcia-Cartagena not pass through the city center, the congestion of the F-36 that supports many of the vehicles from central and western areas and the creation of a new entrance to Cartagena from the motorway to Murcia to channel vehicles to the north and west.

Expansion of Quarry Road E-22. It is the extension to two-lane road that runs along Quarry to Benipila boardwalk.

This proposal would streamline the traffic and access to the city center.

The construction of this new route would help to complete the processing of the edges of the boardwalk and surrounding areas.

Splitting of the F-35 and its connection to the AP-7. This road circumnavigating the Aparecida and connect with the industrial estates and Cabezo Los Camachos Beaza.

This will create a new access to eastern part of Cartagena, through the AP-7 enhancing the link that the Ministry has made this point to capture traffic from Alicante, Murcia and Almeria and is aimed at industrial sites.

V Ariant of La Palma (F-36). Involves the creation of a bypass in La Palma to the west.

The usual way to get to Torre Pacheco and Cartagena are crossing the Deputation of La Palma where you have many traffic problems is therefore necessary to connect Cartagena - Torre Pacheco and Pozo Estrecho through this new ring.

MORE INDUSTRIAL LAND

The industrial land reserve is another highlight of the new plan, and that will grow from 28 to 38.5 million square meters, ie 36% more than in the previous plan.

You can create a wide corridor of land to companies that join the circle of Cabezo Beaza with the Los Camachos, providing 9 million yards of soil.

In this line, explained Segado, the councils of the Albujón, La Palma and La Aljorra will also have bags of soil for the consolidation and expansion of its industrial estates.

As the Valley of tailings, this plan extends over 2 million square meters of industrial surface.

71 PERCENT OF PROTECTED AREA

Cartagena is the town with more protected area of the Mediterranean.

71% of the land is undeveloped rating, especially building is free from the southern shore of Mar Menor which affects 20 million square meters.

Therefore, the document contains the proposed compromise to the plenary by the People's Government approved with the votes of the Popular Party and United Left Greens to maintain as non-development twenty million square meters on the southern shore of Mar Menor, ie all the area that were not built before November 2006.

The only urbanized coastal areas that remain in this plan are oriented towards the Mediterranean.

They are in and La Cala Reona Azohía and Isla Plana are low density and not total more than 2.3 kilometers of coastline, ie 1.2 percent of the coast of Cartagena.

The Plan enables ground for an extension of 16.6 million square meters (the current plan of 1987, collected 17 million meters) which provides for the construction of 96,000 housing units, of which 30 percent, as required the law will be state.

HIGHWAYS OF DETERMINING THE GROWTH AREA

The new document will also allow urban growth to the limits established by the Cartagena-Murcia motorway bypass and the Cartagena-Vera, in the north, and the city will extend to the east, on Potasas and on the way to the Union.

Finally, it establishes certain actions in San Anton, from Columbus Avenue to Calle Hermanos Pinzón, and Santa Lucia, on the seafront, the slope of the Head of the Moors, with the aim of improving the quality of life this urban environment.
