The Municipal Government asks the CARM the participation of municipalities in Board of Greater Health II (29/10/2015)

The municipal government of Cartagena, led by its mayor, Jose Lopez, announces that he will send a letter to the Ministry of Health, reporting to the owner, Encarna Guillen, regulatory failure of the Autonomous Region of Murcia ( CARM) with respect to the participation of local authorities in the Governing Board of Greater Health, and that municipalities belonging to the REA II, Cartagena, La Union, Fuente Alamo and Mazarrón have no representation there since It has not even been created.

General Law 14/1986 of Health, Chapter III, Article 56, which reads that The Health Research areas will be led by its own organ, which should involve local corporations situated in them .... And Law 4 is violated / 94 Health of the Region of Murcia, Title III, Article 14, which speaks of four representatives of the municipalities of the territory of Greater Health.

According to Jose Lopez, we claim not only the presence of the City of Cartagena in the Board of Directors, which rightfully ours, but that of our neighboring municipalities of the region, since the regional government never had us in mind.

Similarly, the municipal government claims that democratic citizen participation are not given in the Health Council of REA, as required by the basic state regulations Law 14/1986 of 25 April, General Health and Regional Law 4/94 of Health of the Region of Murcia.

In this regard, López adds that, in the absence of the Board of Directors of Greater and the Health Council of Greater, the figure of the manager makes decisions without the support, endorsement or guarantees that are admitted and agreed democratically .

Therefore, decisions are not previously known to the municipalities in the District of Cartagena, or the social and neighborhood groups that are affected.

Thus, the Consistory of Cartagena requires the participation of municipalities and civil society as well as compliance with the laws in favor of a real and effective participation in decision-making, an issue so far vetoed by the CARM.
