Denounce the reactivation of the Partial Plan for the Cala Reona, near the Regional Park Calblanque (15/10/2015)

The Southeastern Association of Naturalists (ANSE) and the Association for the Defence of Cabo de Palos (ADECA) denounced the passage by the City of Cartagena of Cala Reona Partial Plan for the development of an urban project widely rejected by the public, that affect the Regional Park Calblanque, Mount of Ashes and Rock of the Eagle him, and is covered by a General Plan annulled by the courts.

The development project of Cala Reona, adjoining the Regional Park Calblanque Creek, Mount of Ashes and Rock à Eagle, was initiated in 2010 by the previous municipal corporation of the City of Cartagena, who recovered a partial plan of the early 80 for the revision of the General Municipal Urban Plan.

This reclassification was the subject of strong public opposition, which was expressed in sending 15,000 signatures against urbanization and a march in which more than a thousand people.

The notable opposition resulted in the imposition of strict conditioned by the Autonomous Region of Murcia, which prevented the urbanization of the coastline of Cala Reona.

The autonomous region has sent ANSE environmental documentation Advance Cala Reona Partial Plan (NCP Sector Cape Palos), within the institutional consultation procedure, continuing administrative procedures to allow for urbanization of the area initiated by the former corporation Cartagena Town Council, chaired by Pilar Barreiro.

The project of residential-tourist complex is promoted by the city of Cartagena from the request of the majority owners of the area: EI Atamaría SL, La Solana Carrascoy SL, Duerna, SA and Costa Paradiso, SA (owner of good part of the coastal facade of Calblanque).

It would be developed on an area of ​​650,000 m2 with a floor area of ​​0.15 m2.

The sector of residential land occupy almost 200,000 m2, and the Hotel over 65,000 m2, in addition to other equipment such as roads, parking, and a commercial area on the beach.

The Partial Plan derived from the revision of land-use planning Cartagena soil classified as developable land unsectorised.

The General Plan was approved by the Autonomous Community in 2011, but that has been canceled by a recent judgment of the Superior Court of Murcia, considering that the approved document presented many serious defects.

ANSE and ADECA think that the Partial Plan PGMO also breaches its determinations annulled by the Supreme Court, as indicated for Cala Reona, at the request of the Autonomous Region, which "will be preserved urban transformation areas with steep slopes, especially the slopes that They are overlooking the Mediterranean between the edge of the Regional Park and the access road to the beach. "

However, the Parcial Plan provides for urban transformation of a wide area between the limit of Calblanque and the access road Creek, with tourist-hotel and residential uses.

The Partial Plan aims to establish a tourism-installation almost beachfront, coupled to a private outdoor equipment would come right up to the Maritime Terrestrial Public Domain, and a vial with two lanes in each direction for access to Cala.

The action would involve the destruction of natural and scenic mountainous surroundings of Cala Reona, with serious environmental effects on the eastern edge of the Regional Park Calblanque Ena own performance by an outdated development model, more like the "Hotel carob" ( Almería) to the edge of a Natural Park.

Environmental documentation received by ANSE first recognized that the Partial Plan includes 9.71 ha Calblanque Regional Park, which would become part of the General System of Natural Protection Enhancement Park, and that would be obtained buildable for residential areas border.
