The dissolution of Management and Social Services staff will distribute its various councils (23/10/2013)

The Committee on Finance and Home Affairs reported favorably the dissolution of the Municipal Planning and Municipal Social Services Institute (IMSS) and the assumption of its powers and templates by the City of Cartagena.

According to the Councillor of Government rea he Modernization of the Administration, Internal Affairs, New Technologies, Employment and Sports, Jose Cabezas, the dissolution agreement to be adopted by a full City on Monday, October 28, is parallel to the negotiations that are ongoing with the unions and the general negotiating table to determine how the templates of these two bodies be in keeping with the Council's general.

Cabezas has been advanced that an agreement must be reached before December 31 and that in any case there will be layoffs.

The reason for the disappearance of the Management and the IMSS, according to the council, is the need to undertake an administrative simplification and to avoid the current duplication of administrative structures (secretarial, financial management, procurement and personnel), to be carried from next January 1, 2014, by the General Services of the City.

He has also argued that citizens continue to receive the same services.

This sample has followed similar process with the former Municipal Sports, whose skills lend themselves now without any loss by the Department of Sports.

Also explained that it may reassign the extinct effective autonomous bodies to other councils, partly alleviating the current freeze on municipal staff and lack of staff in some departments by retirements.

The number of employees of the Management and the IMSS is 245: 90 155 Management and IMSS.

The proposal has received the votes against opposition groups, PSOE, IU-Green and Citizens' Movement, who believe that with the dissolution of the autonomous bodies lose their presence in the supervisory bodies of the same, and this participation and transparency is lost.
