ANSE uses General Plan approval Cartagena (30/08/2012)

The Southeastern Naturalist Association has filed appeal before the Director of Public Works and Planning of the Autonomous Community to the Consolidated General Municipal Plan Review Management of Cartagena, on the grounds that it does not incorporate many of the considerations Resolution of the General Directorate of Planning, Evaluation and Environmental Control regarding the Environmental Report of the General Plan.

The autonomous region has exposed the paper for a month coinciding with full summer period, as "taking cognizance of the revised" and without DG Environment report has been made on incorporating the changes suggested in the processing of the Environmental Report.

ANSE regrets that the Municipal Government of Cartagena developable land has qualified as different parts of the municipality that should have been preserved from development, and left the door open to a simple process of reclassification to other areas of the municipality regarding the previous General Plan .

Thus, the Association notes that the City Council has not addressed the allegations or requests ANSE DG Environment of the Autonomous Community of misclassification of different areas, merely classified as Special Protection Soils, almost exclusively, the natural areas of Natura 2000 (SCIs and SPAs).

Stresses the developable land classification of several areas that had reported the Autonomous Community that should be preserved from development: Residential developable land in the hamlet of El Vivero (La Manga) and East Private Star Sea (Mar Menor), Soil Residential Developable between Llano del Beal and the municipality of La Union, Residential building land between I Campano, The Parreta and the place of Andrew Orchard, developable land in the hamlet of Chaise-Atamaría Huerta and developable land in Cala Reona, although the latter is subject to the conservation of the slopes overlooking the Mediterranean.

The Municipal Government of Cartagena has lowered the full protection of farmland south of the Mar Menor, from undeveloped Protection Mar Menor Inappropriate undeveloped land, even though the Department of Natural Heritage and Biodiversity called a figure of protection.

Something similar has happened in the vicinity of SCI (Site of Community Importance) Cabezos of Pericón, the environment of the S ª de Pelayo and The Algameca, east side of the bay of Portman, agricultural soils between Isla Plana and La Azohía, etc. that rather than a mark of any specific protection, have been classified as Inappropriate undeveloped, making it easier for its future redevelopment.

ANSE has also asked that the Autonomous Community of reversing the reclassification of Novo Carthago-San Ginés de La Jara, on the southern shore of the Mar Menor, due to its negative impact on the protected area of Lo Poyo, and demonstrated their lack of viability.

This and other urban projects and other real estate Hansa Urbana and Polaris have helped bankrupt the CAM, which has led to large grants of public money, much of which will probably never be recovered.

The Resource Replenishment ANSE also called attention to the lack of mapping suitable habitats of Community interest, lack of an adequate inventory of sites of geological interest, incomplete list of threatened fauna species, destruction of Geomorphology Protection Areas (eg . Pico-Escombreras Miguelota), absence of natural corridors connecting protected areas, lack of assessment to environmental hazards and climate change, lack of ethnographic heritage inventory, etc.

The Association hopes that forces the Autonomous City of Cartagena to incorporate new changes to the final approval of the General Municipal Plan Review Management of Cartagena, as developable land declassifying the sites listed above, and completing the information insufficient.

Also expected to ANSE representations to the European Union and by the courts to achieve further changes to those made from the Advancement of General Plan Review.
