SPCT propose a thorough reform of municipal decentralization model (15/02/2011)

After 14 years of operation, the model implemented by the Municipal Neighborhood PP is obsolete and does not respond to the changes undergone by the municipality of Cartagena in recent years.

SPCT think this model has some structural defects should be corrected with a thorough remodeling of municipal decentralization model.

This model encourages municipal requests for segregation, because it creates frustration in the districts and the counties of Cartagena.

First, the current model has a serious problem of land distribution, since the 11 local neighborhood councils do not cover much of the town of Cartagena.

So there are councils that do not have figures of municipal decentralization, such as Santa Ana, Quarries, Los Belones, El Algar and the whole area of Mar Menor.

SPCT proposes the repeal of the current model of neighborhood for a consensual manner and within the new Regulations for Citizen Participation, the response to this institutional asymmetry that has dragged on since launched a decentralization model.
