MC Cartagena and CTSSP will request a Commission of Inquiry on Lhicarsa to assess, among other issues, compliance with the contract (15/02/2018)

The municipal groups of MC Cartagena and Cartagena Yes Can be presented to the next plenary session, which will be held on February 26, the establishment of a Commission of Investigation on Lhicarsa, the merchant in charge of the municipal service of street cleaning and collection of waste in the municipality.

The aspects that are proposed to study in this Committee are those of the assessment of the fulfillment of the contract and of the specifications;

the origin of any modification of the contract or alteration of its conditions, or of a new tender according to the corresponding administrative procedures;

the obtaining of benefits by the company that should be valued, investigated and regularized, if applicable;

the lack of material resources (investments and reinvestments);

the lack of human resources;

the conditions of access to employment and the list of workers;

the lack of income from byproducts of the waste treatment plant;

the implicit recognition, as there is the 'Special Cleaning Plan', of the breach of its obligations by LHICARSA, and even of FCC, as well as possible contractual breaches with special impact on the environment.

Lhicarsa, a company in which the City Council has a 10% stake, is the concessionaire of the contract for cleaning, garbage collection and waste treatment.

The deputy speaker of the MC Cartagena municipal group, Isabel García, has denounced that "the statements of Castejón on the insufficient of the contract hide the intention to reward the company with up to five million euros a year via contract modification, set aside , once again, the criteria of the technicians, an intention that we reject frontally ".

Given this situation, for MC and CTSSP to investigate compliance with the contract with Lhicarsa is an issue, without a doubt, a priority.

Among the known deficiencies of the service that advise to advance in the control of the same one are the insufficient cleaning;

that the collection is hindered by the existence of old containers and media;

the contract is obsolete, as it has not been adapted to new needs, such as the fifth container, the collection of vegetables and the need to operate in the plant and landfill;

uncertainty about the useful life of the landfill;

the use of obsolete and insufficient machinery;

the lack of machinery and landfill management;

the possible omission of income by by-products;

the use of landfill facilities as if they were owned by FCC;

that in 2017, investments or reinvestments have not been undertaken by the company, as well as confusion between the means and scope of LHICARSA and FCC.

Similarly, both formations reject the public intention of the Government of Castejón to modify the contractual conditions for the benefit of the concessionaire, also taking into account that there is no evidence that the merchant has strictly complied with the service that must offer to Cartagena .

It should be recalled that the Socialist councilor Torralba implicitly recognized at the last plenary session that, in the municipal concessionaires, have found work in this legislature fortunate members of the PSOE, which abounds in the need to investigate the hiring of the company.
