Citizens will request in the Plenary a regulation to regulate the distribution of institutional advertising according to objective criteria (23/01/2018)

The Municipal Group of Citizens in Cartagena will ask at the next regular plenary session that a regulation be drawn up to regulate the management and contracting of institutional advertising in the City of Cartagena, as well as its autonomous bodies, foundations, and any municipal structure.

Manuel Padín, spokesman for the orange training in Cartagena, explained that "the purpose of this motion is to set with objective criteria the distribution of institutional advertising and clarify and differentiate legitimate public advertising and necessary self-promotion and partisan propaganda, sometimes only separated by a thin subtle and imperceptible line ".

The spokesman of Cs has explained that it is necessary to receive the advice of the Communication Office of the City Council, the person responsible for protocol and communication, associations and professional associations, publishers and the University to specify the objective criteria, and in this way "avoid an interest of the political party in power, and the instrumentalization of public funds to reward or punish the media according to their editorial line ".

Ciudadanos recalled that in 2014, the Constitutional Court issued four key judgments on the distribution of institutional advertising making it clear that discrimination between the media in the distribution of institutional advertising could harm constitutional rights, and that the basic criterion of comparison Among the companies that operate in each of the various media and target the same target audience is the audience measured objectively by specialized companies, and the rates offered.

"Therefore an equitable legal distribution is imposed that meets the criteria of transparency, equality, objectivity, publicity and free competition".
