Communiqué clarifying Citizens regarding the future free parking near the Hospital Santa Lucia (29/11/2017)

- The works are framed within the response, in its first phase, of the Government to the amendment of the orange formation to the municipal budgets of 2017 for the improvement of the accesses to the Santa Lucia Hospital.

- Cs reserved a € 300,000 line to enable a pedestrian access to the hospital, an amendment that has been used, with the approval of Cs, to develop a broader plan with a parking lot of more than 100 places.

- In addition, an area of ​​services for motorhomes with capacity for 70 places will be created that will boost this tourist sector in the city.

Due to the various information published in the press regarding the location of the future free parking near the Hospital Santa Lucia, the Municipal Group of Citizens in Cartagena wants to clarify that the City will shortly tender the hiring of the draft technical project for the construction of a free parking and possibly a service area for motorhomes (ASAC) in a municipal plot of municipal ownership near the Hospital of Santa Lucia on the banks of the CT-33 as it passes through the health center (see map) .

It is not therefore about the land where the School of Nursing was to be located.

The works are framed within the response, in its first phase, of the Government to the amendment of the orange formation to the municipal budgets of 2017 for the improvement of access to the Santa Lucia Hospital.

Specifically, Cs reserved a 300,000 euro item to enable a pedestrian access to the hospital, an amendment that has been used, with the approval of Cs, to develop a broader plan.

The objective of the contract is to carry out a technical and execution project necessary for the construction of a parking deterrent for access to the city and close to the Hospital Santa Lucia with a capacity yet to be determined but that will exceed a hundred seats, and an area of ​​services for motorhomes for approximately 70 seats.

Once tendered, the execution period will be four weeks, after which the works will be put out to tender.

On the other hand, the Department of Infrastructure have informed Citizens that they have already requested the Demarcation of State Roads to regulate and incorporate pedestrian traffic lights in the section of the CT-33 to facilitate the transit of people.

According to the spokesperson of Citizens in Cartagena, Manuel Padín, "during the various meetings we have held to follow up on the implementation of our amendments, we have accepted this plan that ultimately pursues what we asked in our amendments to improve access to Hospital Santa Lucia, and also meet a historic demand as is that free parking. "

In addition, "if the parking of motorhomes becomes concrete we will be able to eliminate a deficit that suffered the center of Cartagena where until now there was not a place nearby where to take care of this buoyant tourist sector", has explained Manuel Padín.

Two imperative needs

The CT-33 is one of the accesses to the city of Cartagena;

At present, this section of the highway serves as a connection between the Port of Cartagena and the A-30, but it is also a barrier between the neighborhoods of Santa Lucía, Los Mateos and Lo Campano.

In spite of this, due to the proximity of both towns it has become a habitual zone of transit of people and cyclists.

People walk on the sides producing situations of risk.

The strips next to the shoulder do not meet the requirements of pedestrian path or bike lane, and therefore requires an important investment to prepare it, an objective that Citizens have not renounced.

In addition, there is no parking deterrent in the vicinity of the neighborhood or in the vicinity of the Santa Lucia Hospital, giving the circumstance that the only way to park a vehicle in it is in a private high-cost parking.

On the other hand, it is necessary to create a service area for motorhomes (ASAC) that allows highlighting the city of Cartagena in this type of tourism.

The future service area will have a minimum capacity of 70 places, its perimeter will be fenced, it will have a clean point, electrical outlets, toilets, charging points for electric vehicles, access control, and security systems (camera placement and connection with the Local Police).

Orange amendments running

With the implementation of this project, according to Manuel Padín, "we can say that the City is complying with the execution of almost all our amendments to the budgets: some are being executed, for example, the consolidation works of the Plaza have been tendered today. of Toros to excavate the Roman Amphitheater, which refers to the conditioning of both the Auditorium and the surroundings of Torres Park, or the improvement of Beatas street and its perpendicular streets to Serreta street (also recently tendered), others are about to start as the update of the Cartagena Accessibility Plan as we could see in the last regular session, the preparation of the cheniles and the esplanade of the CATAD, the construction of public toilets in the historic center, and the incentives for talent through the creation of a program for the return of Cartagena's talent who had to emigrate and wants to return linking it with the offer
