The Local Government Board approves the presentation of a new EDUSI and the creation of a Technical Water Commission (21/11/2017)

The Local Government Board, meeting this morning with extraordinary character, under the presidency of the mayor, Ana Belén Castejón, has approved the proposal of the mayor, the application for a grant to the Ministry of Finance and Public Function for Development Strategy Sustainable Urban Integrated "Cartagena 2020" (EDUSI).

The request foresees actions in various areas amounting to about 18.7 million euros until the year 2023. The City Council has undertaken to include in its budgets for the next five years its corresponding part, estimated at some 3.5 million euros .

It is a comprehensive action that brings together actions of all municipal departments, aimed at achieving objectives related to access to information and communication technologies (ICT), the promotion of sustainable mobility and energy efficiency, protection of the urban environment and social cohesion.

The EDUSI of the City of Cartagena presents 10 lines of action with the following investments:

Cartagena Ciudad Inteligente, 1.6 million euros.

Cartagena Sustainable Mobility, 2.2 million euros.

Cartagena Renewable and Efficient, 1.5 million euros.

Cartagena Heritage and Archeology, 3.1 million euros

Cartagena Verde, 2 million euros.

Cartagena Housing, 2.5 million euros.

Cartagena Integra, 1.7 million euros

Cartagena Comercio Vivo, 900 thousand euros.

Regenerates Cartagena, 1 million euros.

Cartagena Socio Cultural, 1.3 million euros.

The management and communication items of the strategy would be added to these amounts.

INTELLIGENT CITY OFFICE

The Governing Board has also approved at the proposal of the mayor the creation of the "Intelligent Cartagena" Office, which will be responsible for coordinating and promoting the initiatives of the Smart City Master Plan approved by the municipal plenary in July 2016, as well as other initiatives that pursue the transformation of traditional processes into intelligent processes and connected to the service of citizens.

It is also among the functions of this office to promote the use of technological tools that encourage active citizen participation and social inclusion;

as well as the conversion of Cartagena into a smart tourist destination.

Dependent of the Mayor's Office will be provided with the necessary financial resources and human resources, as well as a technical committee composed of technical specialists and an advisory council with representatives of other institutions and organizations related to the matter and whose compositions will be approved by the Governing Board at the proposal of the mayor.

WATER TECHNICAL COMMISSION

The Governing Board has also approved on the proposal of the mayor the creation of a Technical Commission for the execution, monitoring, control and study of the water supply and sanitation contract of the municipality of Cartagena.

The decision was based on the "enormous transcendence and economic repercussion that for the citizens of Cartagena has the service of potable water supply and sanitation, should be addressed its study and proposals independently and rigorously", as Ana Belén Castejón has pointed out.

This multidisciplinary technical committee, which will try to make the descent of water in a substantial way and in the best time possible, according to the mayor, will be formed by different professionals, belonging to various municipal areas and will be responsible for the study and preparation of reports on the execution of the potable water supply and sanitation contract of the City of Cartagena.

Its conclusions and reports will be sent to the Mayor's Office from where the appropriate proposals will be submitted to the Governing Board for approval.

Precisely one of his first works will be to study the new proposal for lowering the water formulated by Hidrogea, after the concessionaire was required to do so by the mayor.

The technical commission will be attached to the Mayor's Office, and composed of the technical director of the contract for the supply of drinking water and sanitation;

a technician from the Economic-Budgetary Office;

and a technician proposed by the Municipal Legal Department.

In this regard, the Governing Board has also agreed today to terminate, at its own request, the former technical director of the contract, Pedro Yepes, and the appointment of the new technical director, Santiago Hernández.

ADAPTATION OF ACCESSIBLE ITINERARIES

Finally, the Governing Board has approved the commitment of municipal spending necessary to attend the grants of the Ministry of the Presidency of the Autonomous Community for the adaptation of pedestrian routes and street furniture to accessibility and universal design conditions.

The project developed by the Department of Sustainable Development, has an estimated value of about 60 thousand euros, of which the Autonomous Community could get to subsidize up to 60 percent.
