The City Council initiates the process to launch the Culture Advisory Council (14/11/2017)

This morning the draft of the regulations of the future Council of Culture of Cartagena (CCCt) was presented.

A new body that seeks to be a channel for citizens to participate and be taken into account in the decisions that the City Council takes in matters of Culture.

To explain the details of this initiative of the Municipal Government, the councilor of the area of ​​Culture, Archaeological Heritage, Sports and Youth, Ricardo Segado, and the delegate councilor of the area, David Martínez, have appeared before the media.

The project for the creation of this body came from the Culture Days of the Municipality, on November 27 and 28, 2015, a few days in which the government team committed to the development of this project that now sees the light.

From these same days and 11 work commissions from different cultural areas, composed of civic associations and municipal technicians, who during these two years have worked in cultural matters, Ricardo Segado recalled.

The presentation of this text is linked to the "firm commitment" of the Government "for the openness to citizen participation as one of the essential objectives for the democratization of society" he said.

The draft that has been presented today establishes that the City of Cartagena will constitute the Council of Culture of Cartagena "as a consultative and advisory body" that will make effective "the participation of citizens, associations and representative organizations of the culture in the debate , monitoring, evaluation and rendering of accounts of the municipal politics of culture ".

This council represents "a qualitative change of enormous importance for the municipal culture," said David Martínez.

Although it is a consultative and advisory body, "the purposes and competences that in the draft that are attributed to this body, make it a fundamental and inexcusable part of the municipal culture policy, which will now submit its most important decisions to the scrutiny of this body in which all sectors of local cultural life will be represented, "he explained.

STRUCTURE OF THE CULTURE COUNCIL

The text proposes a structure open to participation, with up to nine permanent work commissions (eight sectoral and one transversal) in which anyone who has an interest in doing so can participate.

The highest body will be the Plenary, which will be constituted by the representatives of the different commissions plus those of the public universities (UPCT, UMU and UNED), the representatives of the municipal groups and up to three persons of recognized prestige designated by the Governing Board Local.

The commissions that will be constituted, according to this draft, will be those of:

Visual and plastic arts

Performing arts

Music

Reading, books and libraries

Film and audiovisual.

Cultural heritage and popular culture.

Science and thought

Diversity and interculturality

Transversal Commission, which will include topics related to cultural management in general, communication, industry, training and employment, volunteering and other matters that affect the whole culture and are not included in the specific scope of the other committees.

CALENDAR FOR THE COMMISSIONING OF THE COUNCIL

The initial date for the creation of the CCCT is today, November 14, which presents the draft of its rules that will also be presented this afternoon at the open meeting Cartagena Piensa at 19:30 at the Ramón Alonso Luzzy Cultural Center.

Then proceed to the initial approval by the municipal Plenary.

The draft Regulation of the CCC will be published, as of this moment, on the municipal website and will be sent to the people who participated in the Culture and Municipality Workshops and to associations of all types that may have an interest in it.

Meetings will be held with the groups that request it and with those cultural platforms set up to present the draft document

Once approved initially by the Plenary, a period of amendments to the regulation is opened.

Any citizen or entity can submit amendments.

This period will coincide with the public information and hearing period of 30 days.

An open meeting will be convened at a time to be announced for the discussion and approval of amendments, to later approve the final text in the Municipal Plenary.

The new body is expected to start operating in the first months of 2018.
