Cs Cartagena inspects the Sports Palace with a technical delegation to assess its current status (02/11/2017)

- According to the orange training spokesman, Manuel Padín, "the visit has had a double objective, on the one hand to check the current state of the Sports Palace and the progress and steps that have been taken to resolve the deficiencies since the beginning of the legislature more than two years ago, and on the other hand, prepare the imminent Commission of Inquiry to clarify the deficiencies, political or criminal responsibilities, and the additional costs of the Palace ", a work that was budgeted at about 14 million euros and that ended up costing more than twenty-one.

- "If they had not made the Palace a throwaway political weapon the Cartagena could have enjoyed it for a long time," said Manuel Padin.

Cartagena, Thursday, November 2.

A technical delegation, headed by the councilors of Citizens in Cartagena, Manuel Padín and Alfredo Nieto and made up of independent professionals linked to the construction sector, has visited and inspected the Sports Palace of Cartagena.

During the tour of the facilities were accompanied by Ricardo Segado, Councilor for Sports, Eduardo Armada, Head of the Sports Service and various City Council technicians.

According to the orange training spokesman, the visit has a double objective, "on the one hand to check the current state of the Sports Palace and the progress and steps that have been taken to resolve the deficiencies since the legislature began more than two years ago. , and on the other hand, to prepare the imminent Investigation Commission to clarify the deficiencies, political or penal responsibilities, and the extra costs of the Palace ", a work that was budgeted at around 14 million euros and that ended up costing more than 21.

One of the first problems with which the Citizens' delegation was found was detected immediately after arriving;

the last rains showed that the outer cover of the Palace has no system to collect rainwater and it accumulates in the surrounding area forming large puddles.

It is necessary to incorporate a catchment system to dislodge and channel the water through the installation of gutters, or similar.

Another of the deficiencies that remain today is the lack of insulation of the pool, so that the chlorine vapor, highly corrosive, easily expands throughout the enclosure and threatens to damage and oxidize the entire interior cover in a term of four or five months, according to Eduardo Armada.

Both the councilors and the professionals who accompanied them provided some technical solutions to avoid corrosion and achieve the necessary tightness in that area.

The local spokesman of Citizens, Manuel Padín, highlighted the lack of a system of energy use, "cries to the heavens that the building's sustainability has not been taken into account, there is not a single solar panel in these 21,000 square meters, which It will involve a very high maintenance cost, although we believe it is something that can be corrected. "

To the known problems with the planimetry of the hearth of the central court, with the parquet that is not suitable for the practice of the sport, or the discovered nails that require a panelation, the absence of handrails in some zones of the central pavilion is added to it what supposes a clear risk of fall for the visitors, and diverse architectonic obstacles.

Councilors, technicians and professionals also visited some of the changing rooms where they could see that, despite having enough space, the furniture purchased as the ticket offices and banks, is inadequate and will not meet the future demand of users.

Project of 600,000 euros for 2018

During the tour, the Councilor of Sports informed the spokesman of the orange training that his department has prepared a project, valued at about 600,000 euros, which will be included in the next municipal budgets for 2018 to solve many of the deficiencies, with 300,000 euros, and provide the necessary equipment, with another 300,000 euros;

The final wording of this plan is subordinated to the resolution of the conflict between the companies that have built the Palace and the City Council itself.

Some of the conclusions:

At the exit, and after offering some suggestions to solve some of the deficiencies of the Palace, the professionals chosen by the Municipal Citizens Group transmitted some of their impressions.

The architect Pedro Botella noted that "the feeling that we have left once visited the Palace, is that the building is unfinished, it is necessary to add a series of necessary facilities, and there are parts of the building that can be used but with a certain care" .

For his part, the architect Salvador Martínez Moya, explained "here are three types of problems, some that are unsolvable, design, as is the lack of an entrance hall that served as a transition space, that there is no one to solve it because it would have to be demolished, and then there are two typologies of problems, which can be solved without the need for surgical action, such as the addition of panels, the addition of facilities, railings, and others that necessarily involve surgical actions .. that is, break some of what there is to be able to solve them ... as an example: the ventilation of the pool, that requires drilling the roof, placing, aerators that extract the air, review the shape of the air conditioning flows ... From this list of problems have to arise very thoughtful and thoughtful actions to attack them in the right way ".

For his part, Juan García, entrepreneur of a long and proven career in the field of auxiliary services for construction, said that "the Palace can work, but here there has been very little love and determination, it has not ended well Once the project is finished, nobody has observed what is finished and what is not. "

Palace of Sports of Cartagena, a political weapon

For its part, the spokesman for Citizens, Manuel Padin, suspects that the Palacio de Deportes has been used as a political weapon, and that has prevented it from being opened before, "we are convinced, and after the visit even more, that if the current government team had wanted, the Cartagena people could have enjoyed this Palace for a long time, most of the deficiencies that it had in 2015 still have in 2017 and are rectifiable, nor the meetings with the UTE Dragados and Emurtel in charge of the construction, nor the municipal works have served to completely open this sports facility for two long years, only partially since October 2. "

"It is clear that the City Council received this work in poor conditions, and that the Popular Party Government made many mistakes and made very questionable decisions that they will have to explain," said Manuel Padín, who hopes "that the UTE will carry most of the of the expenses derived from these problems and our municipal coffers do not suffer more setbacks, in that sense we are the first interested in the Research Commission to develop its work and clarify responsibilities, but we are also forced to say that we believe that this Government of MC and PSOE, in particular by the former mayor of Cartagena, José López, the defects in this project have been exaggerated and politically used, and it has been preferred to paralyze the complete opening of the Palace for two years than to work to open it " .

"It has been preferred to launch a campaign nationwide qualifying this heritage that is of all as the 'palace of horrors', and squeeze and prolong the attacks on the previous government team, which put on the table solutions, and put in value a work, which I'm sure will become a pride for all Cartagena. "

"Politics has to be the art of solving problems, and neither the Popular Party nor the Citizen Movement have been able to rise to the occasion in this case," concluded Manuel Padín.
