Isabel García reaffirms MC's commitment to "formalize a more real democracy" through Participatory Budgeting (15/09/2017)

The Finance Councilor, Isabel García (MC), has appeared this morning before the media to report on the developments implemented in the Second Participative Budgets of the City of Cartagena, an initiative that emerged from the area of ​​competence of Garcia last year to give voice to the neighbors in the definition of the most priority actions.

The mayor has expressed satisfaction for continuing a proposal that seeks to "formalize a more real democracy";

making the neighbors participate "in the most immediate transformation of the municipality, or in the adaptation of the same to their needs.

The head of the establishment of the Participatory Budgets has clarified that "as a pilot experience" in this new edition have been used "experience" to add "improvements that optimize the process."

Garcia has meant that what remains immovable is the will to "make protagonists the neighbors in the design of the municipality."

The council has focused on addressing a concept of municipality that "we understand as a whole, with its neighborhoods and councils, the main recipients of the projects chosen in 2017."

Based on these conclusions, the Councilor for Finance has argued that, in order to complement the action and respond to the neighborhood opinion, the Sustainable Investment Plan has been designed, focused, as José López specified, in responding to these concerns.

The mayor has slipped some of the objectives set for this year, issues that will "grow the initiative", through "a fair distribution, following a territorial and population criteria." García added that, as last year, only "investment proposals, works, both new and maintenance of existing ones, can be made, and investments can also be permanent acquisitions of the City Council."

The person responsible for the initiative has explained that for the assessment of the neighborhood proposals will create a technical commission that will be coordinated by the Councilor for Sustainable Development.

Participative Budgets

Last year the pilot experience of the first Participatory Budgets of the City of Cartagena began.

For the first time in our municipality, it gave visibility to the opinion of the neighbors, recognizing them as authorized voices in the decision making.

Finally, the Cartageneros marked the priorities to allocate the 1,677,535 euros included in the heading for the Participatory Budgets, within the framework of the General Budget of 2017.

They determined that the improvement of lighting in La Palma was undertaken;

the construction of two artificial grass soccer fields in La Aljorra, El Albujón and La Palma;

as well as works in the Castle of La Atalaya;

in Santa Ana Pueblo, with a bike lane and pedestrian access from the Residencial Santa Ana;

arrangement and definitive consolidation of the Casillas Hill of El Portús;

rearrangement of road traffic and pedestrian accesses C / General Moscardó with C / Capitán Haya and C / Capitán Cortés de El Albujón, and the construction of steel from C / Santa Ana with the San Cristóbal-El Molino de Casablanca neighborhood.
