The Plural and Participative Work Table of the General Plan of Urban Planning, where all municipal groups, neighborhood associations, environmental groups, the Universidad Politécnica de Cartagena, business associations, as well as municipal technicians are represented.

Has met today Wednesday in order to account for the transitional rules that CARM has articulated to provide Cartagena with a regulatory framework as soon as the revision of the General Plan is processed.

It should be remembered that a judgment of June 2016 of the Supreme Court annulled the General Plan of Urban Planning (PGOU) of 2012, leaving in effect the PGOU of 1987, which is causing the paralysis of projects in the urban area of ​​Cartagena, Valle Of Escombreras and the districts and councils of the municipality.

With the transitional rules that have been presented today, we respond to projects on urban land that had been paralyzed as a consequence of the Supreme Court ruling, while the new PGOU is being drafted, which has already been drafted.

The Mayoress, Ana Belén Castejón, pointed out after the meeting that the main objective of these regulations is to partially alleviate the legal uncertainty that has led to the nullity of the PGOU.

The term of validity of these provisional regulations is estimated in two years and affects only the consolidated urban land of the municipality.

Once these documents have been submitted, they will be submitted for consideration at the next municipal plenary session and, once approved, a public exposure period of one month will be opened in which to make claims.

Finally, the document will be submitted to the CARM Governing Council for approval.

As soon as the new General Plan is approved, the transitional rules will lose their validity.

The mayor is committed to the process of drawing up the new General Plan with the participation of social partners and citizens.

Thus, to this meeting already have been incorporated, at the instance of the mayor, representatives of ANSE and the Citizen Observatory.

LINES OF ACTION

The content of the transitional urban planning rules delves into several issues that suggest an update of the regulatory documents:

Harmonization of scattered regulations.

The current current plan, that of 1987, includes "more than 130 specific modifications, special plans and detailed studies that, to date, need to be harmonized.

The transitional rule unifies the criteria in the field of building, mainly, "said the general coordinator of Sustainable Development.

Inclusion of the Escombreras area.

Special treatment should be guaranteed to encourage the establishment of companies, as it is happening.

Inclusion of rural centers.

Inclusion of a catalog of protected buildings.

Fulfillment of the institutional obligation to protect the patrimony and to avoid situations of expolio or abandonment.

Inclusion of protected trees.

None to date due to cancellation of the standard.

Inclusion of up-to-date standards on the Environment.

MEMBERS OF THE TABLE

The constitution of this working table, of plural and participative nature, was approved by agreement of the Plenary of 23 of February.

It is composed of two members from each of the political parties represented in the City Council, through a representative of each municipal group and another of the Neighborhood Council;

A representative of Ecologistas en Acción and another from the CreeCT association;

Two representatives of the Heritage Advisory Council, as well as a representative of COEC, Chamber of Commerce of Cartagena, the Coordinator of Associations of Farmers and Cattlemen (COAG), the Association of Neighbors and the Polytechnic University of Cartagena (UPCT).

Also, municipal technicians participate.
