The Community participates in a maritime emergency drill exercise in Cartagena (30/05/2017)

It would suppose the activation in the pre-emergency phase of the Territorial contingency plan for marine pollution

The Ministry of Presidency and Development, through the General Direction of Citizen Security and Emergencies, participates in a maritime emergency exercise led by the Spanish Navy, the Port Authority and the Maritime Captaincy of Cartagena which aims to improve coordination and intervention capacity Of the different units in a situation of these characteristics.

The Minister of Presidency and Promotion, Pedro Rivera, stressed that this type of drills and other drills involving the emergency services of the Community "serve to strengthen the security of citizens," in this case at sea.

In addition to improving coordination, Pedro Rivera stated that "the suitability of the resources and means included in the plans and their response capacity, as well as the communication protocols, will also be verified and will serve as training for the people involved."

Specifically, the fire of a ship anchored in the vicinity of the port of Cartagena is simulated and, as a result, a fuel spill would also occur and several people would be injured.

In order to deal with the emergency, Maritime Rescue means emergency services of the Port of Cartagena (firefighters, tugboats, pilots and bracers).

Also the Maritime Service of the Civil Guard, boats and personnel of the Spanish Navy and the company specialized in collection and treatment of waste, in addition to the services provided by Red Cross, whose staff would take care of the injured.

The General Directorate of Citizen Security and Emergencies will be present with an advanced command post in the committee to support the emergency management.

In view of the evolution of the spill, it will assess whether it is necessary to activate the territorial contingency plan for accidental marine pollution.

Likewise, it will be the center of Emergencies 1-1-2 Region of Murcia that receives the warning that communicates the emergency and the one that transfers of the same to the intervening organisms.

Simulations 'Marsec 2017'

The exercise is framed in the set of simulacra that is carried out in all Spain with the denomination 'Marsec 2107'.

These exercises are carried out in 11 different points of the Spanish coasts and their objective is to evaluate the coordination capacity between the different organisms responsible for ensuring safety in maritime areas of interest.

The counselor explained that the peculiarity of this exercise is that it combines the efforts of different agencies to achieve the common goal of defending national interests in different maritime spaces.

It is important to note that the direction of each of the scenarios is exercised by the civil or military body responsible for its execution in a real case, in accordance with Spanish law.

Other objectives of this exercise are to improve coordination in the fight against drug trafficking and irregular immigration, public health emergencies, port protection, control of dangerous substances in port facilities, maritime pollution, cooperation with Army in the control of maritime areas of national interest, fisheries inspection and surveillance, maritime traffic guidance and rescue and rescue at sea.
