The arrested person integrated in a criminal organization dedicated to the trafficking of human beings (05/05/2017)

They paid amounts close to 500 euros for the trip and were indoctrinated in the way they behaved once detained in Spain.

The National Police has proceeded to arrest a person, a native of Algeria, as an alleged member of a criminal organization dedicated to the illegal introduction into Spain of natural immigrants from that country.

In the year 2016 there was a rebound in the arrival of patera-type vessels to the coast of Cartagena, totaling thirty-four, coinciding mainly with the sea calms determined by factors of atmospheric pressure.

In the current year, there are already seven interceptions with a total of seventy-two foreign citizens in an irregular situation.

Immigrants traveling on these types of boats are attracted by organizations dedicated to trafficking in human beings in different areas of Algeria, requiring substantial amounts of money for travel, usually between 500 and 1,000 euros.

In most cases those responsible, members of criminal organizations engaged in illegal trafficking of persons, travel with the immigrants, mixing in the boat among the other occupants of the same, in order not to be identified and in case of being returned to His country, go unpunished.

These people are in charge both of the government of the boat and of guarding and hiding the immigrants in Algeria during the hours and days prior to the departure, thus avoiding both being detected by the Algerian Police and consequently the frustration of the scheduled trip.

During this period, and later during the trip, the victims are instructed in the way they have to behave before the Spanish police and seriously threatened with death, both they and their families, should they come to collaborate with the Spanish authorities .

On 13-04-2017, coinciding with the celebration of Holy Week, four ships arrived, which were located and intercepted in the vicinity of Cabo de Palos, occupied by a total of forty-one Algerian citizens , All of them in apparent good health.

Before the arrival of these four boats, and as is usual, by the Immigration and Borders Brigade of the Cartagena Commissariat, research was initiated aimed at the full identification of those responsible and organizers of the trip.

Fruit of the same one could determine the exact beach of exit of the boat, located in the vicinity of Mostaghanem, and route used, in addition to identifying itself to the organizer, "paterista" and main person in charge.

The 33-year-old detainee and Algerian national, in addition to collecting immigrants the amounts agreed upon before starting the trip, indicated the positions that each member should occupy, as well as instructions on how they should behave if the state of the sea worsened or what they owed Say whether they were intercepted by the Spanish authorities.

When being intercepted the boat that governed, the detainee extinguished the engine and left the position of pattern, camuflining among the other members.

Special mention should be made of the high level of risk of the homemade fueling systems used, consisting of connecting the fuel tank through a hose, which must be sealed with gasoline drums, designed by the organization of the trip, for this Make the smallest possible engine stops.

The engine that carried the boats of only 30cv, have a relatively low autonomy for the intended destination (120 nautical miles).

This type of motors is marketed with a sealed fuel tank that prevents the contact of the highly flammable contents with the engine block, since the combustion is carried out by spark of the spark plug.

The boats were fiber boats, about four or five meters in length, usually used for recreation, and were only available for navigation at distances close to the coast, with a maximum capacity of between five and six people, all of them lacking the More minimal safety measures such as lifejackets, flares, radiocommunication apparatus or medicine cabinet.

The considerable distance between the Spanish and Algerian coasts and the sometimes dangerous conditions of the sea, in addition to the means used, seriously and seriously endanger the lives of trafficked migrants.

The latter in many cases do not even know how to swim when they come from the interior and rural areas of Algeria, not being provided with any kind of safety material or lifejackets.

The detainee, along with the proceedings, was placed at the disposal of the Court of Instruction One of Cartagena that ordered his admission to prison.

In case of conviction, and once completed, the detainee will be expelled from our country, as he was on two previous occasions when camouflaged in other boats to the Spanish coasts.

The investigation has been carried out the Local Brigade of Aliens and Borders of the Police Station of Cartagena.
