The mayor and the Minister of Environment meet with residents of El Hondon (21/02/2017)

The mayor of Cartagena, José López, took part this morning of the meeting between the Association of Residents of the Station Sector, the Ministry of Water, Agriculture and Environment, represented by its head, Adela Martínez-Cachá, And the City of Cartagena.

The reason for the meeting, which has been held in the Palacio de Aguirre, has been to address the situation of the lands of El Hondón and its necessary decontamination process.

José López has pointed out that, in this case, the City Council are "trying to move forward because the plan and the study carried out by the company Podecasa is frustrated to not have the authorization of the landfill of Cruz Chiquita."

Therefore, according to the mayor, other options are proposed, "characterizing the terrain, knowing what is in each site".

The mayor has advocated "collecting", if the different institutions allow it, "in some part of the plots certain residues, while others that are absorbable by nature, may be under a park" and leave the part That can be "cleaned for urban promotion".

He also recalled that the City has planned funding for the fencing, specifying that "100% of the land, 50% is from Solvia and the other 50% is from Podecasa, belongs to the City Council by 70% and by 30% To the Autonomous Community ".

"Our interest is to decontaminate and put these soils at the service of Cartagena, both for residential use and, above all, for that large park that is demanded from that area of ​​the city," said the mayor.

On the characterization of the lands, a work being developed by the Universidad Politécnica de Cartagena (UPCT), López hopes "that in May all the land will be characterized" in order to know what can be done.

The mayor has indicated that, in order for the City Council to keep the part that corresponds to the Autonomous Community of the company Podecasa, there is the option that the debt of the regional administration with this company are exchanged for land, except a portion close To Hospital Santa Lucía to preserve future extensions.

On the need to exempt the decontamination fee, the mayor has stated that "Cartagena can not pay in 2017 a decontamination that has not been carried out because someone looked the other way."

"What we have to do is work with responsibility, remove the pollution, stop hurting the neighbors and move forward," he remarked.

TAX EXEMPTION FOR THE DECONTAMINATION OF HONDÓN

The residents of the Station Sector recently asked the regional administration to amend Law 9/2005, of the Region of Murcia, which establishes a rate to try to reduce waste and promote treatment of waste.

The cited text does not include among the cases of exemption the specific situation of El Hondón in Cartagena.

The neighbors have justified this request in the need to not apply a fee that would imply a penalty for the progress of the decontamination project, as it would generate an extra cost of millions of euros that would compromise the viability of the recovery of the environment and the improvement of its Environmental conditions.

It should be noted that, with respect to El Hondón, the waste corresponds to historical production processes, accumulated over decades, the plant being dismantled in the year 2000. However, the tax also taxes the landfill of waste generated in facilities Industrial, obsolete, of great importance in the economic past of the Region, which have been dismantled prior to the entry into force of environmental taxes.

THE COMMITMENT OF THE GOVERNMENT OF CARTAGENA WITH THE DECONTAMINATION IN HONDON

José López reiterated this morning the will of the Executive of Cartagena to continue advancing in the decontamination of the land, a matter that affects the public health of the neighbors of the Station Sector and bordering areas.

In this sense, it is necessary to mention the continued efforts made by the local administration to liquidate the company Podecasa and to ensure that the land, with a new study, can be decontaminated.

In the general budget of the City of 2017 includes a budgetary item for the fencing of the area.

Likewise, the study on soil characterization, commissioned at the end of last year at the Polytechnic University of Cartagena, will be received in the next few months.

The study will allow to draw conclusions, through the realization of vertical tastings that reach more depth, allowing the characterization of the soils to determine the concretion of possible solutions.

Likewise, in parallel, through the Chair of Infrastructures of the UPCT, and based on the aforementioned conclusions, the Cartagena University will be in charge of guiding the guidelines that would lead to the reordering of the territory.
