Transparency organizes seven workshops aimed at municipal workers, associations and professional associations (02/12/2016)

The Department of Portal and Office of Transparency, led by María José Soler, continues with its dynamic of facilitating training actions on transparency and access to information.

In this way, the Department will hold during the month of December seven training workshops related to Municipal Transparency in order to promote awareness and culture of the same in municipal workers, Juntas Vecinales, associations, professional associations and citizenship in general.

The first of the workshops, Transparency in public procurement, will be held on December 14 (Artillery Park, 10:00 a.m. to 2:00 p.m.).

With a duration of four hours, it is addressed to municipal public employees.

The day will serve to publicize the legal mechanisms that make it possible to improve Transparency in public procurement.

Transparency in public procurement.

Purpose: to know the legal mechanisms for the improvement of Transparency in public procurement.

Contents: Integrity and good governance in public procurement.

General and specific measures that have been adopted in the new directives to combat corruption from Transparency.

Obligations of Transparency and obligated subjects in relation to public procurement.

The limits of Transparency in public procurement.

Confidentiality.

Mechanisms for control of Transparency in public procurement.

Communicating Transparency.

Purpose: Beyond regulatory compliance, Transparency requires a communicative effort and advance in new models of institutional communication.

Contents: Implementation of Transparency as an active principle of communication of the City Council, granting communication technicians, citizens' attention and documentation, techniques and guidelines to move towards a model of institutional communication at the forefront of open government and accountability .

The importance of establishing and complying with own transparency indicators, more ambitious than the normative precepts of the Transparency Law.

Access to public information and good governance.

Directing communicative efforts to the attention of the citizen: how to facilitate access to public information of the City and be more efficient in active transparency.

Directed to: municipal public employees of the Department of Portal and Office of Transparency, Communication and other municipal areas sensitive to the matter (registration via municipal intranet).

Transparency in the Municipal Boards.

Purpose: Decentralized Administration is one of the key pieces within the configuration of Cartagena as a big city.

In accordance with the provisions of the Municipal Regulation of Government and Administration of the City of Cartagena, the municipal term is divided into seven districts.

The mayor may delegate the powers attributed to him by the laws, in the terms established by them, in the District Municipal Boards, in their Presiding Councilors and in their managers.

These delegations shall cover both the power to direct the corresponding services and to manage them in general, including the power to resolve administrative acts affecting third parties, unless expressly stated otherwise.

It is necessary, therefore, also to provide transparency to this municipal management.

TRANSPARENCY IN PUBLIC MANAGEMENT

The realization of these workshops is a new initiative that represents the way of understanding the political management of the municipal government chaired by the mayor, José López, whose objective is to promote transparency and neighborhood participation, while maintaining a dynamic Of review of compliance with current regulations, as well as a constant self-assessment in the area of ​​transparency.

This commitment has been reflected in various measures such as the implementation of the Municipal Transparency Portal;

The training of public employees in the field of transparency;

The adhesion to the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP);

As well as the Code of Good Local Government of the FEMP, in addition to subscribing the Decalogue of Good Practices of Public Local Communication.

The work to benefit the transparency of the municipal government and, specifically, the Department headed by María José Soler, resulted in the Cartagena City Council receiving, last October, the Infoparticipa Seal that distinguishes Cartagena as the only Consistory of the Region that complies with 100% of the indicators in quality and transparency of public communication, being one of the 26 municipalities throughout the country that has deserved the aforementioned recognition.
