The Municipal Government is working on a respect for the law and community involvement (23/02/2016)

Before the presentation by the Association of Residents of La Aljorra of a relationship of signatures opposing the removal of the monolith, located in the plaza of the Church and to the board of Jose Antonio Primo de Rivera attached to the front of the Church and the change of name of the street Francisco Bernal, mayor of Cartagena, Jose Lopez, hugging the utmost respect for the law and community involvement, requested report to the Advisory Jurídic municipal on the handling that would be given to written presented by the Neighborhood Association to the opinion of the Special Commission for the fulfillment of the Law of Historical Memory, approved by the full City Council on 30 December.

The contents of the report of the Legal Department of the City reflects the obligation to comply with the Law 52/2007 of December 26, which states that public authorities, in the exercise of their powers, take measures for the withdrawal of shields, badges, plaques and other commemorative objects or references of exaltation, personal or collective, the military uprising, the Civil War and the repression of the dictatorship.

In compliance with this legal requirement, the City initiated the procedure for removal of busts, monuments and plaques, as well as the change of name of several streets and squares of the city following the resolution of the municipal plenary session of December 30, which was subsequently submitted general information of neighbors, opening a period for claims and suggestions.

The report of the Legal Counsel explains that the residents of La Aljorra receive the report of the Working Group of Historical Memory in which the motives underlying the decision of the Full Council of 30 December are collected.

Also, do not value the substance of the report of the Working Group of Historical Memory, understanding that this is a judgment by experts in the field, specifying that the removal of architectural elements will only run on city-owned property or affects the municipal public domain.

Regarding the change of naming streets or squares, Regulation of Honors and Awards of the City of Cartagena expected to perform the revocation of these nominations, a record should be instructed with the same procedures and requirements for granting.

The municipal government, represented by its mayor, José López, has acted in this matter proceeding to comply with the law while providing an adequate response to the residents of La Aljorra.

This approach contrasts with the one made by one of the opposition groups who wanted to flag this issue, without worrying about documented and ignoring, intentionally, that the government team has acted hugging the basic criteria that should govern the performance of a political leader: respect for the law.
