The signing of the general protocol of action between the City of Cartagena, the Ars Civilis Foundation, the Councils of Tourism and Culture and Education, and the Port Authority, makes it possible for Cartagena to be closer to achieving this recognition. The signing of this protocol is the preliminary step for the preparation of a file and other actions that will serve to promote Cartagena's candidacy before the UNESCO World Heritage Center.

The mayor, Ana Belén Castejón, has indicated that the signing of this protocol is an "unequivocal sample of the hallmark of the municipal government that continues to work tirelessly," she said. The deputy mayor, Noelia Arroyo; the deputy mayor, Manuel Padín; the Minister of Culture, Esperanza Moreno; the Minister of Tourism, Cristina Sánchez; the president of the Port Authority, Yolanda Muñoz, and the president of the Arts Civilis Foundation, Cristina Gutiérrez-Cortines. "We continue working because we are convinced that Cartagena deserves to be declared a World Heritage Site," asserted the mayor who has listed several of the reasons why Cartagena deserves to have this declaration, from its Roman legacy to its defensive heritage with the coastal batteries, which they will have "a fundamental role" in the candidacy.

The port of Cartagena will also have an important weight, which the mayor describes as "unequaled and a source of reference" for writers of national and international fame. In addition, he had a few words for the Cartagena Puerto de Culturas consortium: “The Cartagena Puerto de Culturas consortium, which brings together all the historical and archaeological wealth of our city, collecting all the feelings of our legacy: all kinds of civilizations that have left its mark and that makes us become the tourist capital of the Region ”.

Mayor Ana Belén Castejón has added that with this protocol a further step is taken to "bring great benefits to Cartagena and the entire Region." "We are going to work in our present to build our best future by getting the greatness of Cartagena to be recognized," concluded the mayor, calling for the unity of all the social and economic agents of the city to achieve this recognition and within of the municipal corporation. The president of the Ars Civilis Foundation, Cristina Gutiérrez-Cortines has pointed out that this foundation has the task of managing high cultural policy, because this is the moment when “a city faces its history and its present in order to be at the center of the cities with the greatest international prestige ”.

It is “a project with impact at all levels, including economic and employment.

It is a huge challenge that is going to take years and that should be exciting for the entire city ”. The person in charge of Ars Civilis has valued the candidacy of the port city very positively and explained that “the collaboration of all the administrations in this project, which is promoted by the City Council, is very important because they are going to examine us on how we know how to govern and manage heritage .

Cartagena is a good candidate because without her the history of the Mediterranean cannot be told ”. For the Minister of Culture, Esperanza Moreno, "the project to make Cartagena a World Heritage Site is an ambitious and fair project, since this city brings together all the elements to be one of the most important in the world.

Today, the municipality has taken a step further, counting on the support of all the administrations involved ”. For her part, the president of the Port Authority stressed that today is a very "important and definitive day to put Cartagena on the path to declaring it a World Heritage Site." Yolanda Muñoz recalled that “Cartagena is a pride with a legacy of more than 3,000 years of history in which the Port could not be absent.

Its maritime façade has witnessed all this history and for this reason we have planned an action in the coastal batteries of San Isidoro, Santa Florentina and Santa Ana that will improve mobility and accessibility ”.
