The plenary session approves three institutional declarations to improve accessibility to Navantia, in favor of the headquarters of the UIMP and the rights of children (29/10/2020)

| It has also shown its support for the Commercial Court, the ZAL, the restoration of Charity and the Glass Museum, among others | The plenary session of the Cartagena City Council, meeting today under the presidency of the mayor, Ana Belén Castejón, has approved at the beginning of the session three institutional statements in which the unanimous support of the Corporation is expressed to improve security at the accesses to Navantia , the permanence in the city of the headquarters of the Menéndez Pelayo International University (UIMP) and the rights of children on the occasion of the celebration of its universal day.The statement about Navantia is the Corporation's response to the appeal made by the widow of the company worker Oscar Rodríguez, who was run over a few weeks ago while on his way to the factory, so that the necessary measures be urgently adopted to avoid more accidents in the access to Navantia and the other black spots in Cartagena.In this sense, the contacts with Navantia and the Port Authority will be accelerated to promote security plans in the accesses to the factory; While the Traffic section of the Local Police will provide the Mobility Board with a report on the concentration of abuses, so that its members can study the problem and establish the necessary corrective measures to improve the pedestrian safety.In the declaration on childhood, the Corporation undertakes to take into account in its decisions, both in response to the current social and health crisis, and in its recovery, the guiding principles of the Convention on the Rights of the Child, such as the best interests of the child, the right to life, survival and development, the right to participation and non-discrimination, while involving all areas of local government in the promotion of children's rights through the Plan Local for Children and Adolescents.With regard to UIMP, it is agreed to urge the Governing Council so that it, in turn, request the Governing Council of the UIMP to rectify its decision to close the Cartagena headquarters and maintain this important infrastructure under the same conditions as from the date of its opening, as well as the payment of the economic amounts reflected in the annual Agreement corresponding to the year 2019 and 2020.The Plenary also unanimously approved a motion by Jesús Giménez Gallo, MC Cartagena councilor, urging the Government of Spain to maintain the location of the Commercial Court No.

Likewise, an increase in the diameter and number of the collectors of said road is requested.With the support of all groups except Vox, which has abstained, the motion of Enrique Pérez Abellán, from MC Cartagena, has been approved for the regularization of the total system of roads and rural roads in the municipality; by means of the establishment of the norms and instruments that ensure the fulfillment of the competences that by law are attributed to it, the maintenance and its efficient use.Another issue that has deserved unanimity has been the motion of José López, of MC Cartagena, for the City Council to demand from the Governing Council of the Autonomous Community the signing of the agreement with the Cartagena City Council and Sepes, in order to establish the collaboration framework in the development of the Cartagena Logistics Activities Zone (ZAL), as well as the fulfillment of its commitments of all kinds before the end of 2020.El apoyo y refuerzo de los centros de Atención Primaria ha sido el objeto de la iniciativa de Aroha Nicolás, de Unidas Podemos Izquierda Unida-Verdes Equo, aprobada por unanimidad e instando al Gobierno Regional a aumentar las partidas presupuestarias destinadas al Sistema Murciano de Salud y, en especial, las destinadas a los servicios de Atención Primaria y para que envíe a los del área de Salud II los viales necesarios de la vacuna contra la gripe para que ningún usuario o usuaria se quede sin este tratamiento, y para crear unidades específicas de apoyo para la realización de las PCR frente a coronavirus, su rastreo y seguimientoLa condena del franquismo ha sido otro de los temas aprobados por el pleno, en este caso con el apoyo de sus proponentes, los concejales no adscritos del Gobierno municipal y de Unidas Podemos Izquierda Unida-Verdes Equo; el voto en contra de Vox y las abstenciones del resto.La iniciativa surgía en conmemoración del mes de inicio de los bombardeos nazis a la ciudad de Cartagena en el inicio de la guerra de España, rechazando al “régimen totalitario de Franco que asoló España provocando el asesinato de miles de personas dentro de nuestro país y la persecución de otras fuera de sus fronteras para ser también asesinadas, la existencia de innumerables presos ideológicos, la depuración de todo aquel que luchó por la defensa de la legalidad vigente, la destrucción económica y el destierro de los avances sociales más importantes conseguidos en el primer régimen democrático del siglo XX en España, que supuso, además, para los totalitarismos del eje nazifascista un campo de pruebas extraordinario en nuestro país para sus intereses imperialistas y crimínales, y que devastó Europa conduciéndola a la Segunda Guerra Mundial, para que nunca más se vuelvan a alentar las ideólogas que fomentan el odio y la exclusión a personas o a grupos sociales por su condición de raza, color, sexo, idioma, religión, opinión política o de cualquier otra índole, origen nacional o social, posición económica, nacimiento o cualquier otra condición.”Las dos últimas mociones aprobadas se han referido a las obras de restauración de la Basílica de la Caridad y el estudio para dotar de purificadores a los centros escolares.Respecto a la basílica se ha aprobado una moción de todos los grupos municipales, excepto Unidas Podemos, Izquierda Unida Equo, que ha votado en contra, para estudiar nuevas formas de colaboración con el Santo y Real Hospital de la Caridad que sufraguen las obras de recuperación del templo, así como a impulsar la cuestación popular y las aportaciones privadas al proyecto mediante la realización de campañas de comunicación y la mediación para el mecenazgo.

También se insta al Gobierno regional a estudiar nuevas ayudas directas al proyecto arquitectónico para la rehabilitación de la basílica de La Caridad y el edificio anejoEn lo que se refiere a la compra de purificadores HEPA, es una medida que se ha propuesto por parte de María del Pilar García, de Vox, para todos los centros educativos de Cartagena, mediante el estudio de las necesidades de cada uno de ellos y su adquisición que posteriormente sería sufragada por la Comunidad Autónoma.La iniciativa ha contado con el apoyo de Vox y MC Cartagena, la abstención del Gobierno municipal y el voto en contra de Unidas Podemos Izquierda Unida Equo.REUNIÓN DE LA JUNTA DE PORTAVOCESEl pleno que se iniciaba sobre las nueve y media de la mañana, ha tenido un receso a las 14:30 para comer; y se ha reanudado sobre las cuatro y cuarto de la tarde, finalizando al filo de las siete y media.A su finalización la alcaldesa, Ana Belén Castejón, se ha reunido con los portavoces para informarles de las últimas reuniones con la Comunidad Autónoma sobre la situación sanitaria y la preocupante evolución de la pandemia del COVID 19..
