ASAJA considers the precautionary measures that the CHS intends to apply in Campo de Cartagena "unacceptable" (15/10/2020)

Murcia considers that the Confederation's proposal, to declare the groundwater mass of Campo de Cartagena, at risk of not reaching the good quantitative or chemical status, contradicts the measures established in the Law of recovery and integral protection of the Mar Menor.As explained by the Secretary General of ASAJA Murcia, Alfonso Gálvez Caravaca, “before the imminent approval by the Governing Board of the CHS, of the precautionary measures on the crops of the Campo de Cartagena, from ASAJA we consider that rules are being arbitrarily approved and without sufficient technical rigor or the legally established procedures ”.In addition, Gálvez Caravaca points out that “from ASAJA they recall that measures that limit the use of fertilizers in agriculture in Campo de Cartagena and the surroundings of the Mar Menor have recently been approved by the Regional Assembly of Murcia and that, in many cases, they will suppose a great effort for the farmers with an unaffordable increase in costs, or the abandonment of crops.

It is necessary to highlight the great advances in fertiirrigation of the farmers of Campo de Cartagena, with great efficiency to avoid contamination by nitrates of groundwater.

There are recent data on the decrease of nitrates in the groundwater of Campo de Cartagena, thanks to the efficient and sustainable fertilizer systems that are applied,being shown that the presence of nitrates in the waters comes from the types of fertilizers and the application rates of 40 years ago and not of the last 10 years ”.“ASAJA denounces that with these precautionary measures, which the Ministry of Ecological Transition (or" transition to rainfed ") intends to initiate a" road map "to delegitimize irrigation in Campo de Cartagena and initiate a drastic process of cuts in the shipments of water from the Tajo-Segura Aqueduct, as has been accredited in the latest decisions of the Ministry, which have breached the exploitation rules of the Transfer ”, highlights Gálvez Caravaca.The head of ASAJA Murcia points out that "the farmers of Campo de Cartagena attend a ceremony of confusion, in which they are seeing how legislation is being legislated under the influence of political opportunism, without a rigorous analysis having been produced from the point of view agronomic and environmental.

The Ministry of Ecological Transition and the Hydrographic Confederation want to cover their ineffectiveness and incompetence in the necessary and urgent measures that should be applied in the surroundings of the Mar Menor and in its basin and that were foreseen in the successive Hydrological Plans of the Segura Basin , which are regulations in force and with the force of law and which have been breached by the State Administration.

Now through the back doorthey want the farmers to be the only ones to blame for the quality problems of the groundwater and the Mar Menor and imposes the double punishment by wanting to deprive them of being able to continue producing, by prohibiting fertilizers and not sending them water through the Transfer ”."The farmers of Campo de Cartagena will have to apply, interpret and be advised on compliance with the Law for the protection and comprehensive recovery of the Mar Menor, the precautionary measures of the Confederation and the Ministry, the requirements of the Declaration of vulnerable zones by nitrates, the new Royal Decree for the sustainable nutrition of agricultural soils, and other standards that are already being met and that are related to the private quality protocols for the commercialization of fruit and vegetables.

It is not admissible to legislate indiscriminately and arbitrarily to comply with a political agenda that is marked by the opportunism of the Ministry and its dependent agencies as defenders of the environment, when in most cases, serious policies have not been applied and rigorous,to achieve these ends in collaboration with farmers, who continue to produce quality food and generate employment and wealth, "says Gálvez Caravaca forcefully.“From ASAJA we urge the Segura Hydrographic Confederation and the Ministry of Ecological Transition, to suspend the application of the proposed precautionary measures and to coordinate with the Autonomous Community, as the competent administration, to ensure compliance with the Protection Law and Comprehensive recovery of the Mar Menor.

It also urges the CHS to initiate the procedures for the constitution and recognition of the Board of Groundwater Users of Campo de Cartagena for the proper management of groundwater.

ASAJA insists that only compliance with the regulations in force, the Mar Menor Law and the immediate and urgent implementation of the measures of the "Plan Dumping 0" of the Ministry of Ecological Transition will allow the recovery of the quality of groundwater and the Mar Menor ”,Gálvez Caravaca highlights.
