The City Council will launch a new bicycle loan service incorporating scooters and electric bikes (03/06/2020)

| The initiative is part of the municipal strategy aimed at promoting sustainable mobility, which in turn is integrated into the Action Plan Against Climate Change | The Cartagena City Council is finalizing the procedure for contracting a new bicycle loan service and recovering this municipal public service with the incorporation of scooters and electric bicycles, within the municipal strategy for the improvement of sustainable mobility, integrated in the Plan Action Against Climate Change (PACES).The councilor of the Public Road area, Juan Pedro Torralba, and the delegate councilor for Sustainable Development and European Projects, Cristina Mora, are working together with the groups of the municipality from the Mobility Table, in the improvement of the connection of the lanes bikes and in promoting the use of personal mobility vehicles as sustainable means of transport, the municipal ordinance of which is expected to be presented shortly.When writing the specifications for the mobility service, Cristina Mora explained that “the objective is to have a demanding but ambitious contract to have the best service that promotes personal mobility and guarantees the use of bicycles and scooters that It will be regulated by a municipal ordinance that will be announced before this service begins ”and stressed that“ it would involve the incorporation of more than 300 personal mobility vehicles, 75 percent electric vehicles, and with the intention of doubling the points of access and bet on not having fixed stations to anchor vehicles, making it easier for citizens to use this means of transport, and reducing emissions of polluting gases and noise.

”"It is the government's commitment to a more sustainable and efficient Cartagena, and to introducing new technologies to the services offered by the City Council," said Mora, adding that "we want to implement service management through a website and mobile application to make its use, management and user information easier, such as rates, hours and services, as well as, the management and control of the company, and a geolocation system that will save users of scooters and electric bicycles the need to return them at fixed points after use ”.For this, while the forecast is that the bicycles have collection and return points, scooters and electric bicycles will not have fixed stations, although preferential parking areas will be established, which will be signposted, for the start of service every day.

Users will be able to activate bicycles and skates through the application downloaded on their mobile and the dealer will withdraw the VMPs by its means and will keep them so that at the beginning of the new service it is in perfect conditions of use.At the same time, work is being done to improve the bicycle lane signs to guarantee the safety of cyclists.

"Improvements have already begun to be made on the La Manga cycle path, with the aim of ensuring that it is in perfect condition for the summer and, precisely, we will take advantage of those months to repaint the horizontal marking on the rest of the Cartagena cycle paths" , has indicated the councilman of Public Road Juan Pedro Torralba.The specification for the presentation and operation of the mobility service is divided into three lots.

The first will collect at least on the main roads of the municipality and a minimum of 75 last-generation bicycle units.

Lot 2 will include around 150 electric scooters, without anchorage stations on public roads, and Lot 3, around 100 electric bicycles without fixed delivery and collection points.The councilor insisted that "access points are expected to be close to universities and distributed throughout the city, in areas such as Paseo Alfonso XII, Calle Real, in the vicinity of Plaza de Severo Ochoa or in the around the Plaza de Basterreche "and said that this service" was a pending issue in the City Council with which we want to respond to the demand from groups and neighbors.

We have a long way to go to advance sustainable mobility in Cartagena, but with this service we are taking firm steps in the direction of gaining spaces for bicycles and we will continue working together with the groups in more actions that promote the use of personal mobility ”.
