"Lights and shadows in the plan for the transition to a new normality" (29/04/2020)

| COEC: We demand from the National Government to make ERTES more flexible and to detail the sanitary measures that must be implemented in each sector of economic activity | The Council of Ministers has approved the "Plan for the Transition towards a New Normality" that establishes the main parameters and instruments for the adaptation of the whole of society to the "new normality".The plan will consist of four phases and moving from one to the other will depend on the capacity of the health system, epidemiological situation, protection measures in public spaces, mobility and socioeconomic data.

The province will be the territorial space where the permitted activities will take place and, in principle, there will be no mobility between provinces or islands until the "new normal" is reached.From the Confederation we positively value the development of the de-escalation plan by phases and not by dates, to allow it to be adapted to the variable situation we are experiencing.

However, it seems to us that a greater definition in the criteria is necessary to move from one phase to another and which authority will be competent for such authorization.Likewise, we miss consulting employers to allow us to know the situation of each sector, define the various options and meet the needs for the restart of each economic activity.In addition, these measures must be perfectly coordinated with a relaxation of the ERTES, which we have continually claimed from the bosses, and which appears absolutely necessary.

If the de-escalation plan foresees a series of restrictions on the development of business activity, such as the prior appointment for commerce, the reduction in the capacity of establishments in the hospitality sector, or restrictions on the movement of citizens in the hotel sector, it is evident that the economic activity is not going to be able to develop 100%.

However, it is mandatory to reincorporate 100% of the personnel.

Under these circumstances, the viability of companies would be seriously affected.Regardless of this, proposing the resumption of economic activity without defining the sanitary measures to be implemented places companies in a situation of serious insecurity, in addition to preventing them from installing the necessary measures with sufficient time so that the day that this occurs restart, the activity can be carried out with all the guarantees."From COEC we demand that these measures be perfectly coordinated with a relaxation of ERTES, that is, that employees can gradually join their companies, to guarantee the viability of companies in the face of a market reduction," said Ana Correa.Therefore, we demand that the National Government proceed urgently to make ERTES more flexible and to detail the sanitary measures that must be implemented in each sector of economic activity, in perfect coordination with the business sector.
