MC: The Government ratifies a propaganda budget that rejects rescue plans on the occasion of COVID-19 and that reduces social spending (08/04/2020)

This morning, the local government has asserted its majority as the only argument to impose a municipal budget that does not take into account the special context in which we live or gives convincing responses to face the effects caused by the Alarm State due to the Covid-19 pandemic.

Thus, they have endorsed inexplicable decisions such as a decrease in the planned investment in social care compared to the previous year.

Previously, the spokesperson for the Municipal Group MC Cartagena, José López, has explained the reasons that supported Cartagena's demand for the withdrawal of the budget project and propitiate a scenario of dialogue and consensus in order to turn it into a useful tool and adapted to current needs.

Thus, the budget approved today does not replicate the economic crisis that we will have to face, defocusing the objective of allocating the available municipal resources to families, the self-employed and SMEs.

Less money for social spending and rise in IBI

López recalled that the approval of the budget project, as it has been drafted, implies a reduction in social spending and an increase in the Real Estate Tax (IBI).

"A disguised rise", added the MC councilor who has already earned him a sentence "for violating the Constitution in the process."

"Now, not only are they failing to comply, but they are preparing to double it, from 3% to 6.09%."

Similarly, another unquestionable reason has been put forward, the reduction in social spending, supported by the determination of the Government of Spain to reduce the percentage of surplus that the City Councils can allocate to social spending to 20%, which in Cartagena leaves more than three million in the air.

Immediately afterwards, the Cartagena spokesman has specified that it is not convenient to forget the role of San Esteban in the lack of protection for the most disadvantaged, since "each year it contributes less. Those who only have their Town Hall left. "

Promises of actions that will not be made

Despite these reasons, López has regretted that the government has decided to keep the plenary session, adding that the promised investments will not be such.

They reject MC Cartagena's amendments to make the budget a useful tool

Subsequently, the local government has rejected the twenty amendments formulated by MC Cartagena that sought to remedy the gaps caused by a frivolous and vain budget project, full of propaganda intentions and lacking the responses that citizens demand of their representatives.

Thus, in relation to the current context, MC Cartagena has proposed a Special Contingency Plan for the effects of the Alarm State due to the COVID-19 pandemic;

increase social spending and a Citizen Aid Plan due to the consequences of the health crisis;

an Aid Plan for SMEs and the self-employed;

the revitalization plans 'Cartagena Viva' and 'Cartagena moves', as well as the promotion of electronic administration.

MC Cartagena, in addition, has defended the need to retake the amendments approved in 2018 and whose implementation was either not complied with by the Government of Castejón despite being approved in plenary, or has not been contemplated in the 2020 budget. This block includes the completion of the La Aljorra 5 soccer field and the lighting installation;

the completion of the La Aljorra storm raft;

the Plan to Boost local commerce;

support for the UPCT Racing Team and the Chamber Orchestra, as well as the implementation of Comprehensive Action Plans (PAI) in neighborhoods and councils.

Similarly, the local Executive has not addressed the battery of actions that MC Cartagena considers as deferrable in this year.

A Contingency Plan for the Mar Menor Sur;

the maintenance of archaeological remains;

the municipal contribution to the network of Chairs with the UPCT;

initiatives in the area of ​​Sustainable Mobility;

the Road Safety Plan;

the urgent consolidation of Cerro de la Concepción on Calle Gisbert;

conducting epidemiological studies, and determined support for grassroots sport.

The Government reiterates the violation of fundamental rights and doubles the rise in the IBI in the middle of the pandemic

The deputy spokesman for the Municipal Group MC, Jesús Giménez, has made a private vote to note that the budget procedure is late, since the Municipal Intervention reflects that it had to be approved before December 31, 2019, in addition to arriving "in a hasty manner" due to that "the circumstances that the Cartagena society will have to face when the confinement ceases and the state of alarm ceases, are not known, all this while absolutely necessary economic, social and fiscal measures are postponed."

As a counterpoint to the irresponsible action of the PP, transfer and C's government is the way of proceeding of the regional executives, who have paralyzed the approval of their budgets, or the state, which has announced a reconstruction budget when conditions cease.

They also ignore the Intervention reports that warn of possible incidents in the collection of income due to the COVID-19 crisis.

Giménez added that the action of the local government seems a response to their resistance to comply with the judicial resolution, which will be firm next Monday, which condemns the City Council to consider proven that the Councilor for Finance, Esperanza Nieto (PP) violated the fundamental right of Cartagena councilors Isabel García and Jesús Giménez by forcing them to vote the revision of the 2020 tax ordinances outside the agenda of the Finance Commission of October 28 of last year, without proposal and without a single file in order to get their inclusion in the agenda of the Plenary on October 31.

This new violation of constitutional rights illustrates "the lack of democratic culture of whoever provokes it."

IBI increase reaches 6.09%

Finally, Jesús Giménez has denounced that on April 6 the Government announced in the BORM the public exhibition for a month of the standards, a requirement for collective notification to collect the taxes, the office where they say they are exposed was closed yesterday.

The councilor has urged the Government to apply article 62.3 of the General Tax Law, which says verbatim: "The payment in voluntary period of the collective and periodic notification debts that do not have another term established in their regulatory norms must be made in the period between the day September 1 and November 20 or, if this was not working, until the next working day. "

The mayor of MC has advanced that from the Cartagena training "we will provide a model of recourse to the Cartagena so that they can claim what is improperly charged and treason."
