The Government announces an economic plan that adds 16 million for investments and 14.5 million for families and companies (08/04/2020)

The Plenum of the Cartagena City Council today approved the municipal budget for 2020, which amounts to 213,729 million euros, about 5 million more than in 2019. It was in the first plenary session that was held semi-presentially with a telematic vote from of the members of the Municipal Corporation who have not attended the Plenary Hall to maintain the security protocols for the coronavirus.

The final document, in which three partial amendments of the municipal group Unidas Podemos IU-Equo have been included, has had the favorable votes of the municipal government made up of the councilors of the municipal groups of PP and Citizens and the unaffiliated, Castejón, Torralba, Martínez Noguera, Ruiz, García and Guitérrez.

Vox councilors have voted against;

while those of MC Cartagena and Unidas Podemos IU-Equo, have abstained.

The Councilor for Finance, Esperanza Nieto, has defended that the 2020 budget, approved today, is part of an economic plan that "supposes the mobilization of all investment capacity and all social spending capacity, adding the strength of the budget, 2019 surplus and water surplus. "

The mayor has specified that "the sum of these capacities allows us to allocate 14.5 million euros to protect families and small businesses from the crisis, when they allow us to use the entire surplus, and 16 million euros to make investments."

Nieto has insisted that the budget is a “flexible, open and room for improvement†document to be able to adapt to a changing economic and regulatory reality, and has defended the urgency of having a budget.

"Cartagena needs a budget and it needs it now," he assured, explaining that the absence of a budget or late approval would prevent investments that the government considers essential to generate employment.

The debate began with a request for the removal of this item from the agenda by MC Cartagena, which was rejected by the votes of the municipal government councilors, made up of the councilors of the municipal groups of PP and Citizens and those not attached, Castejón, Torralba, Martínez Noguera, Ruiz, García and Guitérrez;

and supported by the councilors of the opposition groups: MC Cartagena, Vox and Unidas Podemos IU Equo.

Next, an amendment to the entirety raised by VOX was debated, which was also rejected again with the votes against the government councilors, together with those of Unidas Podemos IU Equo and the abstention of Mc Cartagena.

It was followed by the presentation of 47 partial amendments by the municipal groups, which were rejected with the exception of some of them: such as the proposal presented by the Government itself, for the modification in the budget of the Contingency Plan, the amount of which increases from 343,000 euros to 1,138,000 euros to have greater capacity to combat the social and economic consequences of the health crisis.

This increase comes from tourism promotion programs and from the budget of La Mar de Músicas, a festival that has been suspended due to the impossibility of guaranteeing the planned international movements in safety conditions.

Those formulated by Unidas Podemos IU Equo on the Juvenile Gambling Prevention Program were also approved;

increase the amount allocated to educational actions on school absenteeism and an increase in the amount to improve access to population centers

Finally, the Plenary rejected with the votes of the councilors of the Government the particular vote of the councilor of Mc Cartagena, Jesús Giménez Gallo, against the opinion of the Internal Finance commission that favorably informed the budget proposal.

MUNICIPAL SURPLUS

The Plenary has also given the green light to the application of 20% of the budget surplus resulting from the settlement of the 2019 financial year, as established by the new regulations of the Government of the nation.

The matter has had the votes in favor of the municipal government councilors made up of the councilors of the PP and Ciudadanos municipal groups and the unaffiliated, Castejón, Torralba, Martínez Noguera, Ruiz, García and Guitérrez;

together with those of MC Cartagena and Unidas Podemos IU Equo and the only abstention of Vox,

At the beginning of the session, the Corporation kept a minute of silence in condolence for those who died of the coronavirus pandemic and a tribute to the workers who fight the disease on the front line and guarantee the services and safety of confined citizens.

The holding of plenary sessions with blended attendance and telematic vote for those not present was also unanimously approved, in accordance with the latest reform of the Local Regime Bases Law.
