The mayor requests the president of the FEMP to intercede so that the Government allows spending 100% of the surplus (03/04/2020)

The mayor, Ana Belén Castejón, has sent a letter to the president of the Spanish Federation of Municipality and Provinces, Abel Caballero, to request him to intercede with the Government of Spain so that the surpluses are allowed to use the entire surplus in social policies and not only 20 percent, as is currently the case.

The mayor considers that, under the principle of financial sufficiency of Local Entities established in article 142 of the Spanish Constitution, the Government must issue the relevant regulations in order to be able to incorporate the remaining 80% of the 2019 surplus for them purposes that those established in art.

3 of Royal Decree-Law 8/2020, that is, for expenses and investments of a social nature, attributable to spending policy 23, which are a consequence of the current health crisis caused by COVID-19.

Likewise, it also requests the extension of the surplus destination to spending policy 43 "trade, tourism and small and medium-sized enterprises", "since we are going to need a decided economic boost policy aimed at the self-employed and SMEs in order to reactivate the local economy after the exit of the crisis â€.

REQUEST TO LÓPEZ MIRAS

The mayoress considers this need to be unquestionable and has thus transmitted it to Abel Caballero by letter and to the president of the Autonomous Community, Fernando López Miras, during the videoconference that they have held this morning with all the mayors of the Region.

Castejón explained that Cartagena's Budget Project for 2020 is approved next week “and it is essential that we know that we can count on one hundred percent of the surplus.

We need to be able to spend the four million that we have in surplus on social policies, as we had anticipated, â€explained Castejón.

During the videoconference, the mayor also highlighted the need to maintain awareness campaigns so that confinement is respected and the coronavirus spread curve is maintained, and even reduced.

"In Cartagena we are being very rigid and we will continue to do so.

We would need more help from the Army, specifically from the Anti-Aircraft Artillery Regiment, which has offered to do so, so that control remains maximum.

This is the only leg that we would need for it to be perfect â€, explained the mayor.

Lastly, the mayor thanked the president of the Community for allowing the training of new Local Police officers to continue, "because there are 44 police officers, in the case of Cartagena, who will join the training and will be a great help".
