The Government is betting on already approving the budget to guarantee investments that combat unemployment in Cartagena (02/04/2020)

The informative commission of Finance and Interior has favorably ruled on the draft of budgets for 2020 prepared by the municipal government and that fulfills two essential principles in the current crisis situation due to the coronavirus, according to the councilor for Finance and president of the commission, Esperanza Nieto.

“The first is that it is a budget flexible enough to be able to adapt to the evolution of events.

The second and most important is that the municipal resources are going to be directed fundamentally to combat the social consequences and the economic consequences of this crisis.

We will do it with social aid and we will do it with the largest investment and public works campaign that has been carried out in the decade ”, he assured.

According to Nieto, the municipal government is aware that the social and economic situation is changing, that "the central government is making regulatory changes and that the budget must adjust to these changes;

but having a budget is vital.

Today we have learned that March has been the month with the highest rise in unemployment in history.

If we do not budget, we will not be able to carry out works and create jobs at the moment when it will be more necessary than ever.

Also, if the budget is not approved before the middle of the year, those investments will lose effectiveness. ”

For this reason, as the councilor has pointed out, "Cartagena needs a budget and it needs it now, if we want to generate employment when the confinement ends."

The mayor has insisted that the budget is born "with room for improvement, has open and flexible items and can be modified to adapt to changes.

We also hope that the central government makes a final decision on the destination that can be given to the entire surplus because we have another three million euros there that we want to allocate to social spending. ”

A modification by royal decree of a previous decree has now limited to 20% the amount of last year's surplus that municipalities can allocate to social spending.

In the case of Cartagena, which had decided to allocate 100% to social spending, another 3 million euros are pending that the municipal government wants to allocate to combat the effects of the pandemic, according to the councilor.

The meeting was held semi-presentially in the plenary hall of the City Hall, since there have been councilors who have intervened and voted by video conference, as has been the case with the president herself.

During the session, the proposal of the Mayor's Office-Presidency regarding the holding of plenary sessions with blended attendance and telematic vote for those not present, was unanimously approved, in accordance with the new regulatory change of the Government of the nation that expressly regulates this system .

With the abstention of MC Cartagena and Unidas Podemos -Izquierda Unida-Equo, the vote against VOX and the favorable vote of the councilors of the Government, the approval of the Non-financial Expenditure Limit consistent with the Budget Stability Objective and the Expenditure Rule and the General Budget Project of this City Council for the year 2020, as well as the Budgetary Plan for the period 2020-2022.

The modification of the General Budget of 2019 extended from 2020 for the application of 20% of the budget surplus resulting from the liquidation of the fiscal year 2019, as established by the new regulations of the Government of the nation, has had the only abstention from Vox.
