The mayor, Ana Belén Castejón, has offered the Federation of Municipalities of the Region (FMRM), all the information about the system that the Cartagena City Council has put in place to hold the sessions of the municipal collegiate bodies through electronic or telematic means , in a non-presential way in its entirety, or semi-presential with the use of telematic voting for those not present, following a protocol that has been designed by the technical director of the Information Security Management Committee of the Cartagena City Council.

¨ During the videoconference that we had on Friday with the president of the Autonomous Community, I shared the experience of Cartagena.

In our municipality, considering the possibility that the Alarm State could be prolonged, we decided to work, weeks ago, in the elaboration of a protocol of action that would allow us to summon all the collegiate bodies of the City Council, in order to continue operating in the taking of decisions with all legal guarantees.

Many mayors were interested in the possibility of using this system and, for this reason, we have decided to facilitate it through the Federation of Municipalities of the Region ”, highlighted the mayor, Ana Belén Castejón.

The decision to hold all the meetings via telematics was submitted to a vote by the board of spokespersons, in a meeting that was held on March 20 and which was also attended by the Secretary of the Plenary and the head of the CPD, and was accepted in a formal manner. unanimous.

"It is a good tool that helps us maintain confinement, avoid contacts and displacement without limiting municipal activity or the City Council's ability to act, and therefore we hold all the meetings (Government Boards, Boards of Spokespersons, Commissions and even plenary sessions) in a telematic or blended form, thus respecting the Alarm State ”.

The Mayor has also made this action protocol available to the General Directorate of Local Administration to collaborate and help limit the risk of the spread of the coronavirus, stopping the spread of contagion in all the municipalities of the Region.

The Data Processing Center (CPD) of the Cartagena City Council has prepared a platform hosted on the City Council's servers that facilitates the remote development of these meetings.

Likewise, it has elaborated a manual and an action protocol to facilitate the work of all users.

The legality of this system has also been analyzed, consulted with the competent bodies, which have given their approval, from the Secretary of the Plenary of the City Council, the head of the Data Protection Center (CPD) of the city of Cartagena, the FEMP and the general direction of the Public Administration of the CARM, among others.

During the past week, the technical problems that were detected were resolved.

In fact, tests have already been done with the spokespersons of the municipal groups, as well as with each of the groups.

This system was officially launched on Monday with the holding of an Extraordinary Governing Board electronically, which went smoothly.

"For this reason, given that everything has worked perfectly and at the request of various municipalities in the Region such as Alhama de Murcia or Alcantarilla, I make everything available to the Federation of Municipalities so that all City Councils can use it, such and how I got engaged, ”said the mayor of Cartagena.
