The government is negotiating with the opposition to include more aid to the self-employed, merchants and SMEs in the budget (31/03/2020)

The Cartagena government team is reaching out to opposition groups to continue improving the most social municipal budget in history with the aim of including more aid for small and medium-sized enterprises (SMEs), the self-employed and merchants, among other measures. .

In this sense, a game will be enabled to launch subsidies and aid for the payment of rent to those small and medium-sized entrepreneurs who have been forced to close their businesses during the health crisis.

Likewise, subsidies will be studied for the owners of the beach bars, who are also being affected by this situation and who cannot be exempt from payment because it is a royalty.

The Government had already included in the budget, which was approved yesterday by the telematic Governing Board, an item for commercial, tourist and event revitalization, which is part of the Contingency Plan, endowed with more than 300,000 euros.

However, opposition groups have requested that it be increased, something that is expected to take place.

“We want this to be everyone's budget and we are working on that.

We have analyzed the proposals of the opposition groups and we are going to include all those that are feasible ”, highlighted the mayor, Ana Belén Castejón.

In this sense, the councilor for Finance, Esperanza Nieto, is in permanent contact with the municipal groups to analyze their proposals and include those that are viable.

Opposition groups have also proposed a series of fiscal measures that are being studied, such as the extension of exemption from the payment of fees for bar terraces, or market stalls, among others.

They have also requested the expansion of the Public Employment Offer, which the Government had already contemplated and which is subject to the reduction of RED hours.

The municipal budget that will be presented to the Finance Commission on Thursday amounts to 213,865,185 euros, which represents an increase of 2.36% compared to 2019.

Before the health and economic crisis caused by the coronavirus, the Government's forecasts were that the budget would rise by almost one more point, just over 3%, and that the income would be 2 million euros more.

However, given the current situation, the forecasts for income and, therefore, for expenses, have been reduced by just over two million euros.

Likewise, the provisions for chapter II have been reduced by more than 1,500,000 and the item of subsidies to groups and entities by more than 2,500,000 euros.

To complete this adaptation to the current situation, the majority of municipal investments have been transformed into multi-year programs, that is, most of the planned works will be carried out in two years instead of one.

In this way, the full surplus of the City Council will be allocated to Social Services, with which the item allocated to this purpose amounts to 16 million euros, representing an increase of 23% compared to 2019.

The government team has also planned to mobilize as much as possible in public investment with the aim of boosting the local economy, which, after the crisis, will be greatly affected.

On the other hand, the Contingency Fund has been multiplied by 6, up to 300,000 euros, to articulate measures to help retail and the self-employed.

These items are going to be complemented with part of the social policy budget that has been endowed, since the self-employed person who is left without a job due to the closure of his activity also needs the support of the municipal social services.

Finally, the budget maintains three main lines of action to continue promoting tourism and economic growth in the municipality, something essential to overcome this crisis.

Firstly, the investment plan for the Mar Menor, endowed with 1 million euros from the City Council and an additional one from Hidrogea's surplus.

Secondly, the comprehensive urban regeneration plan of the Historic District endowed with 1 million euros from the City Council and an additional one from Hidrogea's surplus.

Third, increase investment in our neighborhoods and county councils through the budgetary allocation of the 7 districts, participatory budgets and the increase in the amounts of the Municipal Neighborhood Committees.

THE BUDGET IN FIGURES

Total: 213,865,185 euros.

Increase compared to 2019: 2.36%

Chapter I: (Personal) 81,886,454 euros

Chapter II (Maintenance, conservation and large municipal contracts): 88,015,702 euros

Chapter IV (Subsidies): 16,702,162 euros.

It falls almost 2,400,000 euros because the Government, appealing to the solidarity of all the groups in Cartagena, which for several months will not be active, have reduced the annual subsidy they receive to increase the items of social policy.

Chapter V (Contingency Fund): 343,887 euros.

It has been multiplied by almost 7.

The City Council is aware that it has to make a rigorous control of the collection of taxes in case the crisis worsens and revenues decrease, lowering municipal spending.
