The waste from those affected by coronavirus will go exclusively to the green container and in hermetic bags (16/03/2020)

The Cartagena City Council has designed a protocol to prepare the management of waste from homes and establishments with the presence of people infected with coronavirus, with the aim of giving greater sanitary guarantees to the elimination process and to the operators who carry it out.

The waste generated in the homes by infected patients and their caregivers will be deposited exclusively in the green container and inside plastic hermetic bags.

Following the recommendations of the health authorities, the process will be carried out in three phases.

First, the disposable items and other waste generated by the patient will be placed in an airtight bag in his room.

The bag should be in a pedal-lift lid bucket.

The caregivers of the patients will dispose of their protection elements (glasses, masks) in another hermetic plastic bag located outside the room.

Both bags will be placed in the final bag, also plastic and hermetically sealed, which will be deposited exclusively in the green container.

Residences, hotels and other establishments that may concentrate those affected should notify the municipal services by calling 968-522050 and / or by email wastes@ayto-cartagena.es.

In addition, they must identify the bag externally and clearly by means of a label indicating "COVID-19" or any other alternative system.

The waste from hospitals, ambulances, health centers, laboratories and other services that are in contact with COVID-19 will continue to be managed in accordance with the regional regulations on medical waste and the specific protocols of said centers.

PLANT PROTECTION

The City Council has also established internal management protocols to protect the operators of waste management plants that will limit the handling of these elements to mechanical means.

The opening of the bags in the waste treatment plant and the recovery of materials, while the alert situation lasts, will be carried out using exclusively automatic and non-manual mechanical means to avoid the risk of contagion of the workers.

The materials recovered at the plant must be stored, for at least 72 hours, before they can be exited from said facilities.

The identified bags or containers from areas where the concentration of affected people is determined, will be carried out in centers with a high number of affected people, and will be sent directly to the landfill, without subjecting them to any prior treatment.

On the other hand, those responsible for the waste treatment plant must establish a specific protocol to protect their workers against the risk of contagion by coronavirus, or review existing ones, in addition to equipping them with the individual protection equipment (PPE) established by the occupational risk prevention service.

MEETING OF HOUSEHOLD SERVICES COMPANIES WITH VICEALCALDESA

The companies that provide home care to the elderly and dependents have exceeded their action protocols against contagion, as they guaranteed to the Deputy Mayor of Cartagena, Noelia Arroyo, who brought them together to learn about the planned protection measures.

Arroyo brought together the representatives of the companies that provide the services of Home Help, Home Telecare, Home Meals and Family Breathing to ensure that the basic network of primary care offered by the Department of Social Services to elderly and disabled people is carried out with the maximum guarantees, both for workers and for the most vulnerable people they serve.

"These services serve 1,863 elderly and disabled people in our municipality, so it is essential to establish action protocols to ensure maximum protection for the most vulnerable people and that they can have the necessary care to meet their needs," the Deputy Mayor explained.

For this, Arroyo has asked for the maximum collaboration of the companies, "there are 79 workers who provide food and the necessary care to these people at home on a daily basis, so the role they can play in becoming transmitters of health recommendations and to inform the competent authorities of any symptoms ”.

In addition, the companies have announced the measures put in place to avoid possible contagion from their workers and guarantee the protection of the most vulnerable people, following the recommendations of the health authorities, such as reinforcing hygiene and cleaning measures. and the limitation of physical contact.

Among the recommendations made by these companies, the Home Telecare Service includes a scam alert to elderly people of false volunteers who visit homes offering to test for the coronavirus.

Noelia Arroyo has thanked home service companies for their work to improve the well-being of older people and their full integration into society.
