The ADLE participates in the European Pact to promote integration (05/02/2020)

Cartagena is one of the seven European cities that will launch the European project European Pact for Integration, which aims to improve the quality of local strategies for the inclusion of immigrants in aspects such as services, cultural exchange and access to the labor market.

The project, funded by the Asylum, Migration and Integration Fund of the European Union with a million and a half euros, will be developed in Cartagena and in six other cities, Ravenna (Italy), Alimos (Greece), Linkoping (Sweden ), Riga (Latvia), Lublin (Poland) and Dietzenbach (Germany).

In addition, six other technical partners from different countries with extensive experience in social inclusion and diversity management issues participate.

Regarding Cartagena, it is the Cartagena Local Development Agency (ADLE), in collaboration with the Department of Social Services, which actively participates in the project leading one of the important work packages such as the Communication and Dissemination of the project.

"An analysis will be carried out to help define what kind of actions are most necessary to contribute to the integration of third-country nationals and thus be able to lay the foundations for a collaborative design of solutions throughout Europe," said the president. of the ADLE and Councilor for Education, Employment and Business of Cartagena, Irene Ruiz.

Thus, between the 4th and 6th of February 2020 the meeting of the European Pact for Integration is taking place in the Romanian city of Cluj Napoca.

Within the framework of this European project, the aim is to promote civil dialogue by identifying the public-private institutions, NGOs and organizations most committed to integration to create a network that exceeds national borders and helps to develop successful integration strategies and facilitate transfer of methodologies and good practices.

The project, which will be developed until June 2022, will allow defining in each of the participating cities, including Cartagena, an urban integration strategy.

PHASES OF THE PROJECT

“The policies of the European Union are aimed at improving the integration of immigrants, with the conviction that greater integration favors society as a whole and that it is the cities that should lead these policies” Irene Ruiz.

Currently, only 50 cities across Europe, just 4% of the total, have strategies that address the integration of immigrants.

The European Pact for Integration will be developed in several phases.

Firstly, it is planned to carry out an evaluation of the functioning of the participating cities in terms of cultural diversity management and integration of citizens of other countries.

For this, an intercultural analysis of each city will be carried out to define the areas in which it is most necessary to carry out actions that improve integration and lay the foundations for a collaborative design of specific solutions.

To analyze these results, a second meeting is planned in Cartagena at the end of June 2020, where representatives from the 13 participating entities and the six European cities will come.

In a second phase, it is intended to involve all groups related to integration to provide their opinions on what type of actions should be carried out.

Subsequently, the third phase will be launched, which consists in the definition of an Urban Integration Strategy in each of the participating cities, including Cartagena.

The fourth action will consist in the pilot execution of said strategy in each city.

The project will conclude with the dissemination of the methods and results of the European Pact for Integration at European level through digital tools (web pages, social networks and videos), as well as with the preparation of reports and the realization of conferences and conferences.

During this phase, it is also planned to identify other European cities in which the ideas and solutions identified as more favorable to favor integration and social inclusion can be adopted.

“The ability to include immigrants in societies and to take advantage of their capabilities is of vital importance to contribute to the social and economic growth of the European Union,” concluded the president of the ADLE.
