Cartagena renews its commitment to the rights of children and joins the declaration of mayors and mayors of Colonia (30/01/2020)

The plenary session of the City Council of Cartagena has renewed this morning its commitment to the rights of children and adolescents and has agreed to join the Declaration of Mayors and Mayors of Cologne and disseminate the commitments with children that she indicates, on the occasion of the commemoration of the 30th anniversary of the Convention on the Rights of the Child.

Through a proposal from the Mayor's Office, which has been unanimously approved, the City Council recalls that in November 2018 Cartagena obtained the Childhood City Seal and that since then it has promoted actions to promote the promotion and defense of rights of Children and Adolescents, guaranteeing minors a channel of participation and promoting coordination in the implementation of policies aimed at Children and Adolescents of the Municipality of Cartagena.

Among other issues, the institutional declaration welcomes the Manifesto of Child Friendly Cities;

recognizes that the Convention on the Rights of the Child and the Sustainable Development Goals (SDGs) go hand in hand and undertakes to implement the Child Friendly Cities Initiative and ensure that all children and young people enjoy their full potential through the fulfillment, in conditions of equity, of their rights within their cities and communities.

The agreement adopted also calls on national and regional authorities to support cities and communities in their commitment to become childhood friends.

HOUSING REGISTRATION

Within the agenda, the plenary has agreed to dismiss five replenishment remedies raised by many other citizens who disagreed with their exclusion or the score given to their requests for the Municipal Register of Protected Housing under the rental regime of the City Council of Cartagena

The agreement has had the abstention of Mc Cartagena and Vox, and the support of the rest of the Corporation.

The Department of Social Services of the City Council of Cartagena created in 2018 the Municipal Registry of Claimants of Protected Housing and Social Housing under a rental system that could be chosen by registered citizens in Cartagena with an uninterrupted age of three years or 5 alternate years in the last ten, and that had difficulties to access a rental housing at market price.

During the open process, 201 families requested registration in this registry, of which 105 were finally admitted, to which the City Council has been assigning rental housing for a rent of 100 euros per month, or they are on the waiting list.

Currently, the Cartagena City Council has awarded 42 homes with this reduced rent: 39 municipal property and three ceded by Bankia

RETRANKED PENTHOUSES

The plenary also has definitively approved the construction of penthouses set back in two projects located on Calle del Carmen in Cartagena and Diego Meseguer de La Palma, with the abstentions of Mc Cartagena, Vox and United We Can United Left Equal.

In the case of Calle del Carmen, it is the definitive approval of a Special Plan for a Residential Building and commercial premises, promoted by the owners of the property to exhaust the buildability allowed by the urban planning regulations on this street, which is five-storey .

The building, located at number 7, in front of the church of Carmen, is a three-storey cataloged building, so a green light has been given to a two-storey supplement, by means of set-back attics.

The file that has been processed since 2017, has the favorable report of Culture of the Autonomous Community and the positive environmental assessment.

He was exposed to public information and no allegations were recorded.

In the case of La Palma, it is about compensating the buildability of a piece of plot that has had to be set back for the extension of Diego Meseguer street with that of Castaño and will also be done by means of a retracted attic plant.

REPROBATION TO GOVERNMENT REJECTED

Already in the motions section, only the one presented as an urgent matter by the three municipal opposition groups, Mc Cartagena, Voice and United We Can Left United Equal, has been treated, requesting the rejection of the political action of the local government.

In his defense of the urgency, the vice-spokesman of Mc Cartagena, Jesús Giménez Gallo, has indicated that the Government vetoes and censures the opposition, because it is not able to hold a full one a month.

Also because with absolute majority the issues suffer delays and is facing the 1,300 municipal officials.

The mayor, Ana Belén Castejón, has intervened to specify that there was an agreement of the Board of Spokespersons to be able to register motions with a shorter term than the one established by law and has rejected criticism about the transfer of the plenary session from last December to this January, since This was also done in August 2016 and May 2017, the then mayor and current Mc Cartagena spokesman, José López.

After the intervention of the general secretary of the plenary, which has explained the existing regulations regarding deadlines for the presentation of motions by opposition groups (up to 48 hours before the call for the ordinary and until 14 hours of the previous day to the celebration of the plenary session, for those of urgency) and of the modification agreed by the Board of Spokespersons so that the ordinary ones could be presented until 12 hours on the day of the call, the urgency of the motion has been voted, which It has been rejected by the majority of the councilors of the Government.
