The City Council of Cartagena restricts traffic in the Historic District and calls for the collaboration of citizens before the activation of level 3 due to pollution (23/01/2020)

The Cartagena City Council has adopted a series of measures to mitigate the effects of high levels of contamination by suspended particles (PM10), detected by the network of measuring stations in the Autonomous Community in different areas of the municipality.

Among the measures are restrictions on vehicles in the Historic District and various councils to the general population to mitigate the effects of this episode.

The General Directorate of Environment and Mar Menor of the Ministry of Water, Agriculture, Livestock, Fisheries and Environment of the Region of Murcia has informed the consistory the activation in Cartagena level 3, the maximum alert, for the overcoming of the Allowed values ​​of suspended particles (PM10) at the measuring stations of La Aljorra, Alumbres, Escombreras Valley and Mompeán Bridge in Saint Lucia.

Specifically, the values ​​of yesterday Wednesday almost tripled the limit of 50 micrograms of PM10 suspended particles.

As reported by the regional administration to the municipal average daily concentration yesterday was 147 µg / m3 in La Aljorra;

in Alumbres, 132 µg / m3;

in Saint Lucia, 149 µg / m3 and in the Escombreras Valley, 147 µg / m3 (see current values)

This situation has been motivated by the intrusion of air masses of African origin over the Iberian Peninsula and the Balearic Islands, with concentrations of mineral dust in the range 50-200 μg / m3 in areas of the southeast and the peninsular east.

The models consulted foresee that the intrusion of these air masses of African origin on the Iberian Peninsula and the Balearic Islands persists during today and the next few days and that mineral dust concentrations in the range 50-500 μg / m3 can be registered in areas from the Iberian southeast and the Balearic Islands.

Given this situation, the Cartagena City Council has applied the measures contemplated in the framework protocol for municipal action in environmental episodes of pollution NO2 and PM10 which includes the following:

Request the collaboration of the population to adopt the following habits aimed at reducing pollution:

The lowering of the temperature of the heating or air conditioning of the houses and public buildings in order to minimize energy consumption.

The sharing of the private car

Increase the use of public transport in travel.

Perform efficient driving.

Avoid as far as possible, stops and sudden starts.

On a preventive basis, do not perform intense physical exercise outdoors.

The City Council has also ordered the Local Police to increase surveillance and control over the following aspects:

Minimize obstructions in traffic lanes, with the aim of increasing traffic flow, reducing obstructions in roads due to incorrect parking of vehicles or due to construction work

Restrict traffic in the historic center between 8:30 a.m.

and 1:30 p.m., with the exception of essential services vehicles.

Delivery and loading and unloading vehicles can be accessed between 8:30 and 11.

Extreme surveillance and control measures for compliance with the maximum permitted speeds.

Other measures adopted by the City Council are:

Do not use blowers by road cleaning services.

At those points of the public thoroughfare where dust or sediment accumulations are detected, proceed to clean them by washing the tread.

Restrictions on works and demolitions that generate pollutants,

Prohibition of agricultural burning.

Limit agricultural work that involves risk of dust emission.

Finally, it is recommended that competent bodies suspend or limit loading and unloading operations that may cause dust particles emissions.
