The Social Council and the Government Council of the UPCT reject the conditions of the Regional Assembly for the Alberto Colao residence (20/12/2019)

UNIVERSIDAD POLITÉCNICA DE CARTAGENA COMMUNICATED FROM THE SOCIAL COUNCIL

The Regional Assembly Board intends more than to double the cost for the UPCT of the extension of use of the current Alberto Colao University Residence building, while the works of the new residence are carried out: € 75,000 per year according to the 2014 agreement, at € 154,047 on annual average until July 31, 2023.

The Regional Assembly Board is missing the truth and intends to confuse public opinion when it states on its website that "the 2014 agreement payment will be maintained."

The Regional Assembly Board wants to recover the use of the building of the current student residence to reform it and house new offices and offices for parliamentarians and administrative staff.

The UPCT Social Council strongly rejects the economic conditions that the Mesa intends to impose, which constitute a moral and economic aggression against the UPCT and the university community of Cartagena.

The UPCT Social Council deplores the non-existent sensitivity of the Mesa components with the needs of the Cartagena Polytechnic and its members most in need of economic protection: the students.

The UPCT Social Council will put into practice all the legal means at its disposal to prevent the application of the decisions that the Mesa issued yesterday, and summons the university community and the Cartagena committed to it to defend their public university.

The Social Council of the Polytechnic University of Cartagena is the body responsible for the laws to ensure the relations between the university and society, and also responsible for the approval of their budgets and the liquidation of their accounts.

The Bureau of the Regional Assembly, through its president Mr. Alberto Castillo and its Secretary General Ms.

Encarnacin Fernndez de Simn, communicated last Wednesday to the Rector of the UPCT, and the Regional Assembly Board ratified yesterday, certain conditions that are abusive and absolutely unaffordable for the Polytechnic University of Cartagena.

For all the above, and in the exercise of its legal and regulatory powers, the Plenary of the Social Council meeting in extraordinary session, has decided on the following morning:

1. To firmly reject the economic conditions that the Regional Assembly Board intends to impose on the UPCT to extend the use of the Alberto Colao University Residence while the new residence is being built.

These conditions consist, among others, in more than doubling the current annual payment of € 75,000 agreed in the 2014 agreement, raising it to € 154,047 on an annual average from January 1 to July 31, 2023. Approval of these claims constitute a moral and economic aggression against the UPCT and the university community of Cartagena.

2. Report the falsity of the statement contained in the Assembly's web page when it states that “[the payment established in the 2014 agreement will be maintained”, and express the shame and sadness we feel in finding this vulgar attempt to confuse public opinion by an institution that represents the popular will.

3. To deplore the non-existent sensitivity of the components of the Mesa with the needs of the Polytechnic of Cartagena, and of its members most in need of economic protection: the students.

That the Assembly intends to recover the use of the building to reform it and house new offices and offices for its parliamentarians and administrative staff is legitimate, but that it intends to do so by financing at the expense of the battered economy of the UPCT and its deficient Alberto Colao Student Residence, and charging a cost per student of € 900 per year, it seems a nonsense.

4. Implement all legal means available to the Social Council to prevent the implementation of the decisions that the Board made public yesterday.

To this end, the Council has created a commission within which, chaired by Mr. Toms Martnez Pagn, seeks the help of all regional entities interested in the continuity of the UPCT model, as well as the technical and legal assistance necessary to the actions that are convenient to undertake.

5. Convene the entire university community, the Governing Council and the Cloister of the UPCT, their teaching and research staff, their administrative and services staff, and the student community, as well as the Cartagena people committed to their polytechnic university to express, within the channels of the law, their absolute rejection of the claims of the Bureau of the Assembly.

COMMUNIQUE OF THE GOVERNMENT COUNCIL OF THE CARTAGENA UNIVERSITY POLITÉCNICA

The Table of the Regional Assembly of Murcia approved yesterday the proposal to increase the penalty agreed in 2013 with the Polytechnic University of Cartagena for the cession of the use as a university residence of the building annexed to the Assembly, going from the current € 75,000 / year to € 144,000 / year as of January 1, 2020, and € 180,000 / year as of August 1, 2022. This represents an average increase of 105.4% of the penalty.

Given this situation, the Governing Council, meeting in extraordinary session on December 20, 2019, states:

- Thanks to the UPCT Social Council for supporting the university community through its statement, in which it rejects this proposal.

- The need to extend the current agreement, without changing its conditions, taking into account that the Regional Assembly has already retained € 752,017.50 as a guarantee of compliance with the conditions agreed in the agreement of November 12, 2013 that, with the current penalty of € 75,000 / year, would cover the obligations of the university until 2023.

- The delay in the construction of the new residence is due to the absence of sufficient investment financing in the budget of the University, which the Regional Assembly itself has been approving year after year due to the general economic situation.

- That the University has found the solution in the remodeling and subsequent exploitation of the new residence, already awarded to a private investor and with anticipation of entry into operation in the 2022/2023 academic year.

- The desire to continue negotiating the extension conditions, so that it demands the understanding of the Regional Assembly and of society in general, in order to continue offering the public residence service of students demanded by families.
