The City Council of Cartagena proposes that the new Law of the Mar Menor include a restrictive urban moratorium (21/11/2019)

The City Council of Cartagena has registered a series of proposals that it considers should be included by the Autonomous Community in the drafting of the new Law for the protection of the Mar Menor and among which a most restrictive urban moratorium stands out, so that the New construction is limited to consolidated urban land.

Said norm must offer the Consistory sufficient legal guarantees, since it is the administration that must process the future licenses, to avoid that different interpretations of the Law may arise.

“I have been saying for two years that the Mar Menor situation is unsustainable and requesting a comprehensive plan for the area.

Said plan must include a set of measures, among which an urban moratorium prevails, which helps us to reverse the environmental disaster of the Mar Menor.

We have had to reach this situation so that, both the Autonomous Community and the general administration of the State, realize that urgent regulatory changes are necessary, although they may generate rejection among some sectors.

With this objective, we have presented a set of proposals that, in our opinion, should be included in the future Integral Law of the Mar Menor ”, said the mayor and head of Urban Planning, Ana Beln Castejn.

Likewise, the urban regeneration of the cores of the coast of the Mar Menor, such as Los Urrutias and Los Nietos, which are suffering from serious urban deterioration processes, which causes a loss of heritage value in the homes, has been raised.

The proposal states that such regeneration must be done through the granting of aid for the restoration of homes, accompanied by social intervention plans.

Likewise, it has been requested to regulate the authorizations and licenses of agricultural holdings that have a significant impact on the deterioration of the territory, establishing new environmental assessment assumptions and increasing the inspection work of the competent administrations.

In this sense, it is proposed to the Autonomous Community to create a Technical Unit to support the town councils, with the necessary staffing to collaborate with local administrations in the technical inspection, both urban and environmental.

In order to enhance the sustainability of the agricultural activity in the Cartagena countryside, the promotion of organic farming is proposed, adopting the commitment to promote measures in this regard at the municipal level.

Likewise, the document includes that the Segura Hydrographic Confederation must undertake the environmental and functional recovery of the channels and ravines of the Mar Menor basin, with special emphasis on the La Carrasquilla, El Beal and Ponce waterways, which transport mining waste to the lagoon.

From the City Council it has also been proposed to establish a system of aid to the fishing sector, especially to the Los Nietos fleet, which allows them to maintain the activity until their area of ​​action is recovered.
