The Homeless Commission reviews the device against the cold and coordinates actions for its integration (19/11/2019)

The volunteers of the Red Cross, Caritas and the Hospitality of Santa Teresa have been working in the municipality for several days to offer help against the cold to the people who live on the street, thanks to the monitoring and assistance device that is part of the strategies of the Municipal Commission of the Service of Attention to Passers-by and Homeless People, which met on Tuesday, November 19 under the presidency of the vice mayor and councilor of the Social Services area, Noelia Arroyo.

“The work of social organizations in the street is permanent and very effective, but it increases in the cold months with a daily schedule of night outings to offer accommodation to people living on the street.

It is the most critical moment for these people who usually accumulate problems of very different origin, uprooting, addictions and diseases, and who need a coordinated response from groups and administrations.

That is why our main challenge is to improve in coordination to be able to attend social emergencies 24 hours a day and establish protocols that allow any person to be referred to the help or social resources they need, ”said Arroyo.

The commission also integrates La Huertecica and ACCEM and the Department of Social Services and Public Safety, whose delegates, Mercedes Garca and Juan Pedro Torralba, have participated in the analysis of the 2018 report. During that year the Service Department Homeless people gave attention to 683 people who received a total of 1,554 services.

The most requested resource was accommodation and during the year 3,876 overnight stays in the Shelter were sought, as well as accommodations in ACCEM and Critas resources, and IMAS resources for people with mental illness.

The users of these services were mostly passers-by (505) while only 26% (178) were registered in Cartagena.

The average profile of the user of the Service is, according to the data of the 2018 report, a male of national origin, not registered in Cartagena, between 35 and 55 years old, single and without children, who does not receive any type of benefit.

Social Services has announced to the Commission its intention to update the Social Resources Guide, to incorporate all the novelties that have occurred since the previous one was prepared, three years ago, among them, the protocol of socio-sanitary coordination for people with addictions and serious mental disorder recently signed.
