The 2019 municipal budget will address the effects of DANA (23/10/2019)

The Local Government Board, meeting this morning, under the presidency of the mayor, Ana Belén Castejón, has approved the draft municipal budgets for 2019, which amounts to almost 209 million euros and is marked by the need to address Damages suffered by DANA and other urgent actions, for which two credit operations will be concluded for more than nine million euros, which will be mostly returned throughout this term.

The mayor, Ana Belén Castejón, has appeared after the meeting, together with the councilor of the area of ​​Finance, Esperanza Nieto, to comment on the general lines of the document that will be delivered in the next few hours to the municipal groups for their study before their debate in commission and full.

Castejón has warned that it is a budget for a year that only has two months left, “therefore it is more a balance of municipal accounts than a project of future actions, which has been totally conditioned by the unfortunate incidents of recent months, especially because of the devastating effects of DANA. ”

Mayor Castejón explained that the budget they had initially thought differs from that presented for the same reason.

“The Government had the option to obviate this budget and focus on that of next year, but we have found it an exercise of responsibility to prepare this document to establish the balance of the year, to specify the obligations that have arisen from extraordinary circumstances such as DANA and have a certain starting point for the 2020 budget. ”

THE BUDGET FIGURES

In round figures, the 208,919,444 euros of income and expenses, represent 14.7 million more than in 2018, representing an increase of 7.56%.

The budget of the year 2019 includes a very important decrease in the interest paid by the Cartagena people for the financial indebtedness of the City Council.

The decrease compared to 2018 amounts to 1,826,023 euros.

In 2018, 3,217,127 interest was paid, while in 2019, 1,391,104 were paid.

Each cartagenero currently pays 6.45 euros of interest.

The mayor has set as an example that in the middle of the economic crisis, in 2011, our City Council used to pay interest 5,006,500, or what is the same, each Cartagena paid 23.23 euros, four times more than today .

Cartagena City Council currently has an average payment period to suppliers of 19.13 days.

When the figure established as a delinquency limit for commercial debt is 30 days.

The indebtedness of the City Council is 43.32%, far from the 75% authorized to local entities and 110% set as a maximum limit.

Castejón has argued that “with this scenario of economic bonanza and budgetary stability, with sound accounts and with the best average payment data to suppliers, interest costs and municipal debt of the last decade, the government team had to take a decision in the face of this budget ”, which has been to“ face immediately the enormous damage caused by the DANA in our municipality to give a quick response to the residents of the affected areas or instead wait for both the consortium of Insurance as the Government of Spain sent us their aid ”.

This circumstance was also used to “solve a burden that our municipal accounts have suffered since the Supreme Court annulled the General Urban Planning Plan”.

NINE MILLION LOAN

To deal with these two problems, two financial operations that import 9,350,000 euros will be arranged.

Of these, 78%, specifically 7,377,217 euros, will be used to advance the settlement of damages caused by DANA, knowing that much of it will be reimbursed in the future by both the Insurance Consortium and the Government of Spain .

The mayor has added that with the healthy economic conditions that the City Council has, "we could not leave the affected areas without the necessary investment waiting for the aid to arrive."

On the other hand, 1,972,456 euros will be used to deal with judicial sentences caused by the annulment of the General Urban Planning Plan with the aim of not ballasting the budgets of the entire legislature with overdue payments that would lower the City's investment capacity.

Castejón has also commented that the current credit situation of the Spanish banking system offers the possibility of signing loans with very advantageous conditions for the City Council and “prepares us to face with guarantees a worsening of the global macroeconomic situation and of the Euro zone which, without Doubt, it will affect our country and, by extension, our Autonomous Community and the City Council as a whole ”.

REINFORCEMENT OF THE TEMPLATE

The mayor has also called attention to the progressive decline in municipal workforce, as a result of the crisis situation that our country and our municipality experienced in the past, and the need to replace it with an increase in overtime to try to alleviate the lack of troops.

For this reason, the mayor said that in the future we will proceed to the progressive incorporation of new municipal employees "that will help us offer a better service and substantially reduce overtime."

Castejón has stated that they will do so immediately, "anticipating the foreseeable economic slowdown that all indicators seem to warn in order to have our City Council prepared to face all the commitments acquired as long as the general context allows."

EVENTUAL STAFF

The Governing Board also approved this morning the modification of the temporary personnel regime as a result of the disappearance of the socialist municipal group.

The new regime contemplates the maintenance of the eventual personnel assigned to the rest of municipal groups (MC Cartagena, PP, Citizens, Vox and United We can-United Left-Equo), together with the creation of three positions of temporary secretaries and two eventual advisers, one of them part-time, in the Mayor's Office, without exceeding the limits established by the law regarding the number of temporary personnel with respect to the number of councilors of the Corporation.
