Unanimous silence of the Corporation in memory of Commander Marin (05/09/2019)

The Plenary Session of the City Council of Cartagena, chaired by the mayor, Ana Belén Castejón, today paid tribute to the commander of the Air Force, Francisco Marín, who died in a plane crash, after dropping his plane to the sea on Monday, August 26, off the coast of La Manga.

He has done so by keeping all the councilors standing for a minute of silence, at the beginning of the session and coinciding with the celebration at the General Air Academy of the funeral of the military mistreatment.

The plenary session has been resolved fluently, despite the nearly 90 initiatives that the opposition groups presented in the form of motions, requests and questions.

To this has contributed the ordination carried out by the Board of Spokesmen to strictly apply the regulations and intervention shifts.

Within the matters, the plenary agenda has approved the remuneration of the governing bodies corresponding to the general director of Public and Internal Employment, general director of Strategic Projects of Cultural and Artistic Heritage, and general coordinator of Urban Planning, according to the opinion of the Informative Commission, and that have counted, as then, with the abstentions of Mc Cartagena, Voice and United We Can-United Left-Equo, and the favorable vote of the Government groups: PP, PSOE and Citizens.

The plenary has also ratified the opinions of the Finance Commission regarding the public and private compatibility of councilors José López Martínez and Carlos Piñana.

In the case of José López, to make his position as councilor compatible with that of a company, he has come forward with the support of Mc Cartagena and United We and abstentions, PP, PSOE, Citizens and Vox.

In that of Carlos Piñana, the support to make his public activity compatible as a professor at the conservatory has come from PP, PSOE, Ciudadanos and Unidos Podemos-Izquierda Unida-Equo;

while MC Cartagena and Vox have abstained.

The vote has been similar to authorize his private guitar concert compatibility, although with the abstention in this case of Unidos Podemos-Izquierda Unida-Equo.

Following the accounts of the different agreements recently adopted by the Government Board on delegation of powers and appointments of managerial positions, the plenary session has focused on the debate of the motions of the municipal groups.

TRAFFICKING IN PORTELA PAINTER

In this sense, the Plenary has unanimously approved the motion made by the Councilor of MC Cartagena, Enrique Pérez Abellán, to improve road and traffic safety on Pintor Portela Avenue, with the implementation of a traffic light in the pedestrian crossing that connects the La Estrella neighborhood population with that of Barriada San Ginés.

The Councilor for Public Safety, Juan Pedro Torralba, has assured that the Government will carry out a comprehensive traffic and mobility plan that will cover the entire San Ginés neighborhood.

WAITING LIST IN DEPENDENCY

Another motion presented by Enrique Pérez Abellán has also been unanimously approved, so that the waiting list of Cartagena with the right to dependency benefits is reduced.

Specifically, it has been approved to urge the Autonomous Community to increase by 12% the current budget allocation received by the municipality of Cartagena in the area of ​​Dependency, promote through regional grants the construction, expansion and reform of residential centers in senior centers and disability, with which to strengthen the public management of the system.

The Councilor for Social Services, Mercedes García, has expressed the support of the municipal government to the initiative and has indicated that in her line of work she is claiming new residences that serve dependent people during the morning and afternoon and the increase of the service of home care.

LESS FOLIOS AND PHOTOCOPIES

Another unanimously approved initiative has been formulated by María del Pilar García Sánchez, councilor of the VOX Cartagena Municipal Group, so that the municipal government begins the development of a plan that ensures the scaled reduction of 40% of the total folio expenditure of all the City Council contributing to the conservation of the environment in this legislature.

The Councilor for General Services and Electronic Administration, Alejandra Gutiérrez, has informed that on the part of the Government it is already being done with a control of the copies and the expense of paper by departments and has highlighted the reduction in the consumption of folios that has gone from 52,000 in 2017 to 38,000 in 2018 and that will continue to decrease with the implementation of electronic administration.

TOURISTIC SIGNALING

María del Pilar García Sánchez has also managed to unanimously move her motion to improve the signaling of cultural points of interest in Cartagena and tourist information offices for visitors to the city.

On behalf of the Government, the Councilor for Tourism, Cristina Pérez, has explained that the current signage in the Historic District was developed through a multidisciplinary team by Cartagena, Puerto de Culturas and has shown its willingness to improve aspects that are necessary.

PUBLIC CLEANINGS

Vox has also managed to push forward the initiative of its spokesman, Gonzalo Abad, to follow the example of other cities and install automatic and accessible public toilets, at least in the port area where most cruise visitors arrive, through a regime of administrative concession that would not generate expense for municipal coffers.

The Councilor for Public Services, Juan Pedro Torralba, has expressed the Government's support for the initiative, since it has long been working on the creation of these public toilets in parks and on the beaches, and will be included in the specifications the advertising exploitation of street furniture and canopies.

The motion has registered the only abstention of MC Cartagena, who from the mouth of his councilor, Isabel García, has been opposed to being carried out under concession.

BET LOCATION CONTROL

Another motion passed unanimously has been the one presented by the spokeswoman for United We-Left United-Equo, Pilar Marcos, on game and betting rooms.

Specifically, urging the municipal government to elaborate, with the participation of the federations of neighbors and parents, an ordinance regulating the licenses of gambling halls and betting premises, so that they are not installed within 800 meters of schools , for the problems of addiction they generate, especially among young people.

Likewise, it is urged to regulate its external publicity, and the implementation in the Municipal Plan on Addictions and Drug Dependencies (PMAD), a prevention program in schools and care and information on the problems arising from gambling for those affected and their families, as well such as conducting awareness campaigns.

The Councilor for Social Services, Mercedes García, has expressed the work that has been done in this direction from her department, especially so that this pathology does not affect the youngest and most vulnerable.

URBAN TRANSPORT

The proposal of Aurelia García Muñoz, councilor of the United Municipal Group Podemos-Izquierda Unida-Equo, for the improvement of Urban and Interurban Transport in Cartagena, has also been supported by all municipal groups.

Among the measures that are urged to adopt the municipal government are the time extension and increase of frequencies, routes and stops;

night services on holidays in both Cartagena and La Manga in summer;

Improved service with neighborhoods and the west side and fully accessible buses.

The Councilor for Infrastructure, María Casajús, has been favorable in the name of the municipal government to improve all aspects of this service for the benefit of citizens, although it has specified that part of the lines are of municipal competence and others, regional.

MACHIST VIOLENCE

Finally, and prior declaration of urgency, since the initiative had been presented after the convening of the plenary session, a motion was approved by the spokeswoman for United We-Left United-Equo, Pilar Marcos, on emergency declaration for sexist violence .

It proclaims zero tolerance towards gender violence, including sexual violence, using all the instruments that the Local Corporation has at its disposal to develop actions to eradicate sexist violence.

Among them, providing information on the reality of this violence through the Department of Equality;

unconditionally supporting the educational community, to establish mechanisms for both early detection and to teach from the school to build equality through mutual respect and nonviolence;

and developing material on ways to prevent it and resources available in the municipality.

The creation of a permanent interdisciplinary commission for the training of professionals dealing with sexist violence is also proposed to achieve the detection and adequate early attention of situations of abuse;

the realization of informative and exchange days;

parent schools that foster co-responsibility, respect and non-violence in their children;

a protocol for comprehensive care for victims;

and greater involvement and resources by public administrations.

The motion has been supported by the municipal government and other groups, except Vox that did not understand the urgency of the same and promulgated a protection of women, men, children and the elderly in the family, without discrimination, and a hardening of the penalties for rapists and abusers.

After the motions, the Government has asked about 50 questions, which have been happening with great agility.

About half past two in the afternoon the lunch break was made, resuming the session at half past four to complete the remaining questions and the fortnight of pending requests, until its completion at half past six in the afternoon.
