MC: The inheritance of Castejón will be a City Council in bankruptcy with five months of delay in payment to suppliers (03/05/2019)

Today, the MC Cartagena municipal group, representing its spokesman, José López, and the councilors, Isabel García and María José Soler, has denounced the serious economic situation in which the Consistory has been immersed after two years of socialist mayor.

In this context, a Finance Committee will be held next Tuesday, where the liquidation of the 2018 budget will be reported, a term that reflects the scenario very well.

"The PSOE de Castejón has liquidated a sanitized City Hall in the only fiscal year in which they have had budgetary management."

As background, José López has cited the situation inherited by MC Cartagena upon his arrival in the City Hall in 2015, with a City Council "intervened until 2022, which raised taxes and worsened services."

It was resolved in just over a year of fruitful work under the management guidelines Cartagena, closing the year 2016 with the purpose of ministerial intervention and amortizing debt at "a rate unknown at any other time."

"We closed the year 2017 with a reduction of the debt in 75 million euros and, of course, had paid the bills of the previous year," he recalled.

But this situation had a turning point.

"After Hidrogea threw us out of the government with the complicity of the mayor, condemned for it, and his lieutenant mayor to the order, Manuel Padín, everything has been chaotic."

Deepening in the present tense, MC spokesman has reported that, in 2019, "we have no budget or ordinances, something historical or rather histrionic, as the policy of this binomial in which Castejón sends while Padin poses."

In terms of tax ordinances, has noted that bypassing the current 2018, "have eliminated the fractionation of payments that the same slogan, for the eagerness to enter a euro and causing discomfort and economic imbalances to the Cartagena."

Works without execution

As regards the budget of this exercise, extended from 2018, López has meant that we receive "very worrying signs, the works that Caostejón is doing this year are being paid with Chapter 2 (maintenance and studies) and not with charge to 6 (investments) .I refer to the participative ones, which were reduced to 75,000 euros to ensure their execution in 2018 and have not been made (some have not even begun, such as the cathedral council chapel) ".

They are not the only pending issues of the Socialist Executive, since a very high number of the twenty-seven CM amendments remain unexecuted, for example, the reform of the Plaza de Alicante, the surroundings of the Amphitheater, the Santa Ana office, the Huerto de the Balls or the field of artificial grass of soccer 5 in The Aljorra.

The lie of the surplus

Subsequently, José López has dismantled the fallacious announcement of the PSOE on the twelve million euros of surplus.

"The reality is that we have no works or surplus, we have debts."

"The stream of municipal contractors who have come to see us because Castejón does not pay them 2018 bills is huge, so today, we can say that the delay in payment to suppliers exceeds 120 days, when the Law establishes 60 days the legal limit. "

Invoices that, according to information coming from different sources, could be hidden in the drawers, without counting so that they do not appear in the debt.

Socialist heritage, debt and need for financing

The future conjuncture has been drawn by Lopez explaining that "after presenting the liquidation the fifth month of the following year, when we return to the municipal management we will have to 'reliquidar', and what was a surplus of 12 millions will become debt and, without liquidity, Castejón will be forcing us to borrow ".

"The effect 'Castejón' can cause in a year that a sanitized City Hall happens to request financing", has concluded.

At this point, he recalled the intervention of the PP, criticizing in the person of Esperanza Nieto numbers that "she did the same, what she has not counted is that she was eight years (2007 to 2015), while raising taxes and did not intervene" .

In this economic turmoil also takes on the leading role of the regional government, which has been part of the PP candidate to the City of Cartagena, "lowering taxes with PAS and testaFER, supported by the crutch of C's, at the expense of not investing in Cartagena as shown the university studies, and to increase the regional debt, calculated in 9,300 million today. "

After May 27

López has finished his speech by shelling the legacy of Castejón after the end of his mayoralty.

"When it leaves the back door (Castejón), it will leave invoices in the drawers, investments and contracts without paying, null planning and the threat of millionaire claims like the Plan Rambla, Novo Carthago, and those that we do not know".

It has valued this situation as "a scandal of enormous proportions, which can only be fixed by the team that has already recovered the municipality in 2015, and which must be known by the neighbors so that when they ask why a work begun is not finished, a projected one does not begin or why in 2019 no improvement will be made. "

"Of course, again we will pay the suppliers, because just as we demand them to comply and we have achieved great drops in the contracts, the City Council can not cause more ruin to the businessmen than the one suffered by the PP and PSOE policies", he concluded. .

The PSOE triggers the time of the average period of payment to suppliers

For its part, the councilor of MC Cartagena, Isabel García, has revealed some data in relation to the average payment period, making a comparison between the management carried out by the Cartagenerista training and the PSOE of Castejón.

Thus, Garcia has reported that, under the Mayor's Office of José López, "the average payment period was estimated in January 2017 in 15.14 days, while, already under the mandate of Castejón, the period amounts to 72 in March of 2019. "

This is because the average period also reflects those bills that are paid immediately, confirming that there are suppliers that do not charge from last year.

Regarding the surplus, the mayor said that "the only budget managed by the PSOE alone, the 2018, yields a balance of 2,323,795.76 euros, we do not know where they got both PP and PSOE the news of the 12 million , they were also confused with the balance of 2017, managed by MC with me at the head of the Department of Finance, which was 12.5 million. "

To these data it is necessary to add "that in the chapter of investments they have stopped investing 9.5 million of the 15.5 of which they had".

In the absence of a budget for 2019 must be added that, in the current year, have already made about thirty budget modifications, "for an amount of more than two million euros."

Finally, he criticized that "Castejón, not content with mortgaging the 2019 budget, has committed expenditures for future budgets." A clear example is the agreement on working conditions, whose report on the consequences and budgetary repercussions required by Law does not include in the record of the Governing Board, and we have requested the Transparency Office. "

"This is the economic management of which Castejon takes his chest and to which he attributes the results of the last elections", concluded Isabel García.

The constant lack of transparency of the Government of Castejón

Finally, the mayor María José Soler lamented that the work in favor of transparency by MC, which earned the City Council to receive the Infoparticipa Seal, has been squandered by the Government of Castejón "who does not believe in transparency, but that hides reports and invoices in the drawers, not only hiding the information to the municipal groups but also to the citizens of Cartagena.
