The plenary session of Cartagena City Council rejects criticism of the ADIF agreement on the arrival of the AVE (22/04/2019)

The Plenary Session of the City Council met on Easter Monday with an extraordinary character, chaired by the mayor, Ana Belén Castejón.

The only issue on the agenda was the joint motion of MC Cartagena and CTSSP to fully ratify the institutional declaration approved unanimously last June, which conditioned the layout and solution for the underground arrival of the AVE to the station of Víctor Beltrí, avoiding the division of neighborhoods, suppressing level crossings and separating the network of merchandise from the one of travelers, giving for it connection with the ZAL of Los Camachos and Escombreras and including also the deviation of Alumbres.

The motion also included a second section rejecting the agreement reached on February 22 by the Board of Directors of the Cartagena Alta Velocidad company, made up of the three local, regional and state administrations, together with the ADIF railway manager, when considering that did not respect the terms of the previous institutional declaration.

The motion has been rejected with the votes against the 16 councilors who add the municipal groups of PP and PSOE;

the abstention of the three Citizens;

and the support of the 8 that make up the proponent groups of MC Cartagena and CTSSP.

The spokeswoman for the Government and the socialist group, Mercedes García, has described in detail the journey taken by this issue since 2006 in which there was already talk of the imminent arrival of the AVE in the city and has defended that the solution adopted on February 22 by Cartagena High Speed ​​meet all the conditions expressed in the institutional declaration and represent an important advance so that the arrival of this infrastructure is soon a reality, including its burial.

For his part, PP spokesman, Francisco Espejo, has coincided with the agreement with the institutional declaration and has set the position of his group in favor of the AVE arrives as soon as possible and has commented how little progress has been made in these four years.

The spokesman for Citizens, Manuel Padín, regretted that consensus is not maintained in this matter, as is the modernization of rail transport that remains very abandoned.

Pilar Marcos of CTSSP has criticized the rush of the agreement adopted in the Board of Directors when it will not be able to be executed yet, given the authorizations that will have to be managed for the route that runs buried by the polluted lands of Hondón.

He has also questioned that the last section of the burial is materialized as requested by the neighbors.

Finally, José López, for MC Cartagena, has denounced the position of some groups that support an institutional declaration and then boycott it by participating in an agreement that does not respect it and that will be more expensive to the residents of Cartagena who will have to pay 25 percent of its cost.

THE HIGH SPEED CARTAGENA AGREEMENT

The agreement reached on February 22 by the board of directors of Cartagena Alta Velocidad envisaged the burial of the 800-meter line to Torreciega, in a first phase, with the possibility of extending up to 3.3 kilometers.

Likewise, the ministry was asked to write an informative study to draw up a line that would take merchandise traffic out of the city, connecting the port of Escombreras with the ZAL of Los Camachos and attacking the deviation of the Alumbres deputation.

Also it contemplated the intermodality for the Mediterranean Corridor and the remodeling of the railway station of Cartagena, with an investment of 5 million euros.

INSTITUTIONAL DECLARATION

On the other hand, in the institutional declaration approved by the Plenary Session of the City Council on June 7, it was agreed to transfer to the Board of Directors of the Cartagena Alta Velocidad SA Society the need to prepare a technical proposal for remodeling the railway arterial network of the municipality. from Cartagena.

This proposal should not create walls that divided the municipality in two, or strangle the growth of the city and its neighborhoods and councils, and should bet on intermodality.

Likewise, the elimination of the steps at La Palma-Pozo Estrecho level was urged;

Alumbres;

Vista Alegre and Los Mateos;

and the commitment that the rail line will not cross any population center and that the FEVE line will be removed as it passes through Vista Alegre and Los Mateos, moving the FEVE station to that of Víctor Beltrí.

This technical proposal should also include the remodeling and protection of the Cartagena station building, adapting it to the performance of a high-speed line and intermodality, as well as the possibility of rail access to the future Logistics Activities Area of ​​the Industrial Area of ​​Cartagena. The Camachos, the connection with the industrial zone of the Valley of Escombreras and construction of a variant to the urban nucleus of Alumbres and the unfolding of the lines of passengers and merchandise from Beniel to Cartagena, among others.
