Ciudadanos announces its commitment to promote this year an ordinance of social coexistence and against vandalism (02/04/2019)

"Cartagena does not have any legal tool that allows the Local Police to act ex officio in many situations for which its capacity is limited;

nor can we in many cases claim compensation for damages to the offenders or subsidiary to the parents, legal guardians or those who have legal custody if they are minors, the money has to leave all Cartagena, because nobody in the City Council has been concerned about establishing a municipal legal framework, "explained the spokesman for Citizens in Cartagena, Manuel Padín.

"With the new ordinance, after assessing the damage, it will be easier for the offender to face his irresponsibility," says Manuel Padin, "it will not be a panacea, lack of education and values, but a tool in the fight against a unbridled vandalism that requires educational, preventive, and awareness raising campaigns, but also a strong hand with a strict sanctions regime in accordance with applicable general and sectorial legislation and without prejudice to the fact that the acts constitute criminal offenses ", argues the liberal spokesman.

According to the spokesperson of Cs, "we want to recover our streets, parks and squares as meeting spaces, so we will promote awareness campaigns in advance".

"We want to mobilize all the political groups, associations, platforms, and collectives for its drafting;

Cs wants to enable an effective municipal response to a multitude of acts that suppose a detriment to the protection of public space as the backbone of social coexistence, civility, and the development of citizen freedom in its various manifestations, attacks against the dignity of the person, coercive acts, evacuation of physiological needs on public roads, acts of vandalism against street furniture, visual degradation of public space, unregulated street commerce, games related to gambling, activities and provision of services without authorization, among other conducts that They unbalance citizen coexistence, also in natural areas and green spaces, among others.

This ordinance - clarifies Cs - will include the updating of municipal regulations that regulate the consumption of alcoholic beverages and street cleaning "the first one is already 17 years old and the second one is from 1984 and obviously needs more than an in-depth revision", says Padín .

It will also establish the rest hours of the neighbors stipulating a general schedule for rest with which it can preserve the mental and physical health protection of the residents of Cartagena, and punish the offenders, "here it will be necessary to make it compatible with the ordinance of noise, pending approval ".

The regulations that Cs wants to implement will include all cases of cleaning in buildings and on public roads, as long as they are not provided for in the specific ordinance of abandoned lots whose drafting is being finalized and which was also promoted by Citizens through the ordinary Plenary, " try to gather in a single regulation what is not regulated, or if it is, it appears scattered and outdated in other regulations, which generates confusion ", concludes Padín.
