Citizens wants the Legal Council to decide who should develop the environmental assessment of the Transitory Rules (24/03/2019)

Citizens will ask at the next ordinary plenary (March 28) to refer the controversy on the competence of the strategic environmental assessment simplified in the framework of the Transitory Rules to the Legal Council of the Region of Murcia and the legal services of the City of Cartagena, "to determine once and for all whether its development is regional or local competition, to start working at once, and to move forward with the decaffeinated one, but we believe that provisional urban planning regulations are still useful," says Cs Cartagena spokesperson Manuel Padín.

Another point of the motion that Cs has already registered calls for the restoration of the Technical Table of the Transitory Norms of Cartagena, composed of the City Council and the Autonomous Community, "a work table for dialogue between regional and municipal technicians with the objective of remove Cartagena from the blockade and urban planning 80s while developing the new PGOU, "says Padin regrets that the mayor of Cartagena decided" to close this necessary space for dialogue between municipal and regional technicians, after the disappointment that we all feel after the opinion of the Legal Council ".

In addition, the Liberal Party requests that a new meeting of the General Plan Working Group be convened as soon as possible to report the progress document so that it can reach the Plenary with enough support for its approval, and a new meeting of the Urban Planning Information Commission in which the true scope of the last revision of the Norms is analyzed and reported after the correction of the Legal Council's repairs, "we are tired of partisan versions about the benefit that the Norms will allow, we want to know exactly which relevant issues can be solved ", explains Padín.

Regarding the General Plan, Manuel Padín recalls that just a month ago the deadline for citizen participation ended and that now it is time to validate the progress document, "we want that vote to arrive as soon as possible and to prevent the lack of information from preventing the plenary majority necessary to continue advancing in its processing ".

Regarding the Transitory Rules, Citizens has learned that the municipal government has refused to carry out the simplified environmental assessment because it considers that the "substantive subject" that in the opinion of the Socialist Executive is the Community and that while the Ministry of Public Works estimates that its start-up will favor the construction of some 3,000 homes, the opening of shops and activity in rural areas, the local executive has publicly stated that currently it would be more operational to make specific modifications.

"From Ciudadanos we believe that the situation of current uncertainty can not be maintained any longer, and that the media feud of the administrations is of no use." The one responsible right now is to conclude that if we are going to be without an updated General Plan a few years, and the Transitory Rules can be a relief, we should try to take them forward ", concludes the Liberal spokesman.
