After the surprising communication today of the Cartagena PP on the creation of a participation body for municipal sport that was already approved by the Plenary in April 2017, the spokesman for the orange training, Manuel Padin reminds the PP candidate to the Mayor of Cartagena that his group was the one that took forward the implementation of an "Observatory of Sport and Physical Activity in Cartagena" whose objectives should be to analyze the sporting reality of Cartagena from a multidisciplinary perspective.

The motion was approved unanimously and is currently being implemented.

Citizens has already explained on several occasions that "with this body we will also have a space with which to control the state of our sports facilities in a more centralized and direct way and we will avoid deterioration better, and it is clear that it will contribute to improving citizen participation in Cartagena as we will be generating a space in which all the sports groups involved, associations, entities, sports clubs, and neighborhood representatives, will be able to discuss and share their experiences and their points of view ", explained Manuel Padín.

"We must be very disoriented to propose things that have already been approved in the House and, with an irritating slowness, are already taking their first steps, I advise the popular candidate to start your campaign reviewing the plenary agreements, especially those that they are running, so as not to screw up again in this way, "advises Manuel Padín, who adds that" I prefer to think that, than to suspect that the PP has no idea what to do in Cartagena except to copy the work and the good ideas of Citizens and pray that nobody will notice. "

The observatory of Cs is also much more ambitious since it will have among its objectives to analyze the sporting reality of Cartagena from a multidisciplinary perspective, analyze the possibilities to apply various municipal policies in this field, coordinate programs and activities related to sports activity and facilitate the exchange of information among other sports observatories in Spain, to be able to contract our reality with other cities and communities.

The spokesman for Citizens in Cartagena, Manuel Padín, said that "from Ciudadanos we believe necessary the creation of this instrument to keep the Sports System of the municipality updated, and to have a global view of the needs, characteristics and the temporal evolution of the sport Cartagena, besides being able to examine the territorial aspects, in this observatory we can combine the knowledge of sports clubs and deal with various aspects such as applied health and well-being, calculate the municipal offer in relation to demand, weigh different management models, level of self-financing in municipal sports, calculations of levels of satisfaction, budget reserve, and shuffling possibilities to be able to innovate through new technologies and social networks ".

For Manuel Padín, "the dissemination and monitoring of the studies and conclusions that emerge from here will be the cornerstone of the Sports Observatory in Cartagena."

For the orange training spokesman, "with this agreement of 2017 we wanted to obtain a broader knowledge about the present of the municipal sport, but also to plan a roadmap for its future, and I am sure that it will help our local Administration to plan his public policies in this matter ".

The modification of the regulation, pending

After consulting with different technicians and municipal managers of the Sports area of ​​the City of Cartagena, Citizens managed to move forward in the plenary of July 2018 a motion to request that the Sports Observatory work on the modification of the Regulations for the Use and Operation of Facilities Sports of Cartagena.

According to Citizens, this document, which deals with this issue in the municipality, is too abstract and requires more specificity, it does not even include the right to free transfer to the non-profit entities that need it, "said Manuel Padín, who has indicated that it is necessary "to specify through the modification of the regulation or the creation of an ordinance the conditions of access and use of our sports facilities for all sports entities that exist in Cartagena".

"The new regulation will serve to seek an orderly fit for new associations and clubs but respecting and prioritizing the importance, history and tradition of those that already exist and have been promoting the Cartagena quality sport for many years," said Manuel Padín.
