Marathon plenary session at the City Council of Cartagena (28/02/2019)

The plenary session of the City Council of Cartagena, gathered this morning on an ordinary basis, under the presidency of the mayor, Ana Belén Castejón, has approved institutional declarations of all the municipal groups on support for the maintenance service workers of the Health Centers of the Service Murciano de Salud (SMS) and on the celebration of the World Day of Rare Diseases.

Regarding the first, the plenary session has supported the demands of the thirty maintenance workers of the Santa Lucía General University Hospital for the inclusion of personnel subrogation in the new collective agreement for the metal: a clause that will open the door to said subrogation in future contracts with administrations or public bodies.

In reference to the celebration of the World Day of Rare Diseases, the plenary has joined this initiative and has agreed to support the actions and objectives promoted in its campaign by the Spanish Federation of Rare Diseases with the European Organization for Rare Diseases (EURORDIS) , the Ibero-American Alliance of Rare Diseases (ALIBER) and the International Network of Rare Diseases (RDI)

The Plenary has also approved the Municipal Regulatory Ordinance of the Urban Public Transport Service for Travelers in Tourism Vehicles by TAXI in the municipality of Cartagena, which will soon be submitted to public information.

As in the opinion of the Commission, the agreement has had the favorable votes of PSOE, PP, Ciudadanos and MC;

and the abstention of CTSSP.

The initially approved text will be submitted soon to public exposure for the presentation of allegations.

However, the other ordinance promoted by the municipal government, the Protection of the Environment against the emission of noise and vibrations, which has counted the rejection of PP has not been approved.

Groups opposed to its initial approval have asked for more time to set up a working table with hoteliers and citizens;

while the socialist government and CTSSP pointed out that the current text was a necessary starting point that could be amended during the period of allegations, especially in relation to the so-called small format concerts and musical performances in the beach bars.

Most of the morning session, which lasted five and a half hours and lasted until three in the afternoon, has been occupied by the appearances requested by the opposition groups of most of the councilors of the Government socialist.

So the councilman of Tourism, David Martinez, has been subjected to a battery of questions relating to plans and actions in the field of tourism promotion;

the mayor, Ana Belén Castejón, has also responded to some thirty questions regarding the agreement to unblock the Rambla Partial Plan;

Carmen Martín del Amor on the actions carried out in the field of commerce;

Juan Pedro Torralba on the cleaning shock plan in the municipality and on the waste collection and treatment service;

and finally, Manuel Mora, on citizen security and the functioning of the Local Police.

Other approved motions have been:

The one presented by CTSSP urging the municipal government to monitor the precarious work of school cleaning workers, reviewing their working conditions.

The motion has been supported by all groups, except for the PSOE that through the mouth of its councilor Mercedes Garcia has denied that workers earn "wages of misery" or that it was "feminizing poverty" as stated in the initiative.

The initiative formulated by the PSOE has also been approved to respond to the urban development of the commercial area of ​​the dunes of Cabo de Palos, which has been supported by PP and MC Cartagena, while Ciudadanos abstained and CTSSP voted against.

Unanimously, a motion by MC Cartagena has been approved, urging the improvement of access to the Santa Florentina School in La Palma, also providing the center with an Evacuation Plan while the work is being carried out, also signaling the interior itineraries of the school and the surroundings repainting the road markings and placing an adequate signaling.

With the vote against the PP, a motion has been approved joint PSOE, MC Cartagena and CTSSP urging the governments of Spain and the Region of Murcia to expand their funds FEDER in the Urban Hub;

as well as so that the Autonomous Community is not an advisory body in the granting of these European projects, since there are occasions when it is constituted as judge and party.

Unanimously, a joint motion of MC Cartagena, PP, Ciudadanos and CTSSP has been approved, urging the mayor to collect reports on the legality of various aspects of the recent agreement of the Governing Board on the Rambla Partial Plan, which would evacuate the municipal legal advice and the legal council of the Region, in what refers to the necessary adaptation of the 1989 urban development agreement to the legislation in force.

A motion of MC Cartagena has also been approved for the City Council to urge the president of the Regional Assembly, Rosa Peñalver, to receive the president of Mesa viability of the province of Cartagena so that he can expose the conclusions of this forum of municipal participation, which represents the groups of the Corporation, the Platform for the Biprovincialidad and the Federation of Neighborhood Associations of Cartagena.

The vote has had only the abstention of the PP and the support of the rest of the municipal groups.

Around five o'clock in the afternoon, the plenary session was resumed with the motion of the CTSSP so that the City Council of Cartagena could urge the Ministry of Education, Youth and Sports, following the pertinent technical reports, to adopt as an urgent provisional measure the closure of the former pavilion of Sports of the IES "Juan Sebastián Elcano".

The motion has been approved with the abstention of the PSOE.

The plenary has also approved with the abstention of PSOE and CTSSP, that the City Council urges the local government to commission and install, in collaboration with the Port Authority of Cartagena, a statue or bust of the figure of Blas de Lezo, to be placed in the esplanade of the Port of Cartagena, and thus honor this distinguished sailor of the Spanish Navy.

Also approved with the abstention of the popular group a motion of MC Cartagena urging the municipal government to promote, together with the regional government and the owners, the restoration, recovery and enhancement and use of the mill of Las Cañadas, sito in the deputation of Los Dolores.

Unanimously approved another motion of MC Cartagena urging the mayor to demand, immediately and reliably, the Ministry of Economy and Finance to maintain the functions and organization of the corporate section of the Tax Administration of Companies in Cartagena, for the damage that for the population of the municipality and its economy causes the disappearance of said section for the benefit of the Delegation of Murcia.

Also unanimously approved a new motion of MC Cartagena to study the problem that causes children of primary La Aparecida have to study in other nearby centers.

Citizens have approved a motion, with the abstention of MC Cartagena and PSOE to promote the development of the municipal Civil Protection service with various measures, some of them already put and planned by the Government.

From this municipal group has been unanimously approved another initiative urging the local government to analyze and assess the project of reform, updating and improvement of the Municipal Track of Athletics of Cartagena, presented by the Athletics Club Cartagena UCAM, which has the support of seven other sports clubs in the municipality, transferring the conclusions of this analysis and assessment to all municipal groups.

The last motion of Citizens approved has been the one that urges the local Government to place a commemorative poster of the 40 years of the Transfer, whose ephemeris is promoting the union center of irrigators.

Within the motions of CTSSP has passed a motion to carry out a comprehensive reform of the Santa Florentina market, the City Council assuming the reform and direct operation of its parking.

The motion has counted on the vote against the socialist government that has ensured that it has budgeted 200,000 euros in the municipal budget for this market and has related the actions it has carried out for its promotion.

With the abstention of the PP has passed a motion of CTSSP for the City to develop an ordinance of rural roads in the municipality of Cartagena, with contributions from different administrations involved in the maintenance of rural roads, neighborhood representatives, naturalistic and sports groups of mountains, as well as experts in rural development.

Another motion of CTSSP, approved in this case unanimously, has been directed to the City Council to prepare the Municipal Action Protocol on Environmental Episodes of Atmospheric Pollution, following the parameters set by the General Directorate of the Environment and the budget is budgeted enough to have the resources and the appropriate technical staff to implement this protocol.

With the abstention of the PP, CTSSP has managed to approve with the support of the other groups an initiative urging the Ministry of Health to provide data on deaths from asbestos in the Region and the creation and financing of a monument to the memory of the workers victims of asbestos exposure whose location is preferably the city of Cartagena, with special mention to women indirect victims of asbestos, for being contaminated with fibers while working washing clothes of their husbands.

Finally the plenary has approved another motion of CTSSP urging the Regional Government to process the proposed Guaranteed Basic Income Law, presented and registered by the parliamentary group of Podemos, to put an end to the serious situation that thousands of Murcia are facing at risk of poverty and social exclusion, and above all to protect minors from "child poverty".

The initiative has been approved with the votes of PSOE and CTSSP, the abstentions of Citizens and MC Cartagena and the vote against the PP.

After the formulation of questions and pleas, the plenary session ended on the stroke of nine ten in the evening.
