MC: The municipal Plenary, at the request of José López, reached a historic agreement rejecting the regional budgets and failing the CARM Government to discriminate against Cartagena (31/01/2019)

This morning, the municipal plenary session rejected, at the proposal of the municipal group MC Cartagena, the regional budgets for 2019, in addition to failing the regional government and the regional deputies of PP and C's that, with their vote, "have approved an unjust and discriminatory for the inhabitants of Cartagena ".

The municipal spokesman of the Cartagena training, José López, has begun by stating that "for decades it is known that Cartagena is the municipality most punished by the Government of San Esteban and the Regional Assembly", counting the PP for this purpose, during the present legislature, with the support of C's.

Lopez has explained some data on the regional accounts, approved on December 21 last.

"On roads only 350,000 euros are allocated, despite the high accident rate that exists in the roads of the whole region and the serious problems of collapse that we live every time it rains, in heritage only appear 40,000 euros for the Master Plan of the Cathedral and in education, another 40,000 euros, for the removal of asbestos in the center of José María de Lapuerta, while we continue to be the municipality of the Region with more school children at risk for these covers ".

The cartagenerista leader has continued showing that for "the Mar Menor is not planned any project, simply the forecast of the tanks of storm without executing for years and of doubtful utility, while for La Manga they are still missing the millions of euros of the EDUSI ".

A continued abuse to Cartagena from the CARM

Discrimination against Cartagena from the regional administration is not a novelty.

José López recalled the works carried out by Pablo Pérez and Antonio García that reflect that "Cartagena received, between 2008 and 2015, some 15 million euros less than what corresponded to it according to the average regional expenditure per inhabitant".

Specifically, "in those eight years, Cartagena would have received 318 million euros more than what was received if the same expenditure were spent per inhabitant of Cartagena as per inhabitant of Murcia".

As if all this were not enough, the Cartagena leader has also reviewed "the budget execution trap".

Thus, for example, in the budgets of 2016 to 2018, only 38% were executed on roads, while in education it remained at 9%.

Based on these data that reflect the discrimination that Cartagena suffers from the regional government, José López has called to change this situation in the upcoming municipal and regional elections.

Meanwhile, "the Plenary has the obligation to pronounce itself and reject discrimination".

This new reprobation to the regional government, after the previous one for indoctrinating schoolchildren and hiding the history of Cartagena, comes by condemning this municipality "to be second-class citizens in an Autonomous Community of the third", has finished the mayor of Cartagena.

Know the epidemiological studies carried out in El Llano del Beal

Subsequently, MC Cartagena, through the mayor Francisco Calderón, has obtained the backing of the Plenary to urge the Ministry of Health to make public the results of epidemiological studies to determine the impact it may cause on the health of the population of El Salvador. Support and demand for compliance with regulations in the hairdressing sector

Immediately afterwards, the Cartagena spokesman, José López, took the floor to present the initiative of MC to promote that the competent administrations assume their responsibilities to promote compliance in all establishments with the regulations that govern the hairdressing sector.

It is worth remembering that MC, echoing the demands of the Cartagena Barbers Association, has highlighted the current situation in the sector due to the proliferation of new hairdressing businesses that, far from benefiting the user, has provided a framework of generalized non-compliances with regard to legal obligations of all kinds, from sanitary, to municipal permits for opening or payment to Social Security or the Public Treasury.

This has allowed them to charge prices below the market, turning that competition into disloyal.

Thus, Lopez has demanded the involvement of the local administration to ensure issues such as weekly rest and other obligations, but also the supervision of the Treasury and Social Security, while requiring the CARM to carry out sanitary inspections of hairdressing establishments.

Protective environment for the Castle of the Moors

Similarly, the training Cartagena has promoted the local government to urge the Directorate General of Cultural Property of the CARM to assign an urgent environment of adequate protection to the BIC Castle of the Moors, so that it is not impaired because of of the proliferation of slums that nowadays is spread throughout the area.

In this sense, it should be noted that the Castle of the Moors was declared a Property of Cultural Interest (BIC) by the second additional provision of Law 16/1985 of June 25.

His statement, being "ex lege", does not provide him with an adequate protection environment, an issue that is mandatory under the provisions of Article 17 a) of Law 4/2007, of March 16.

After that, in April of 2015, the Daphne Association presented a request for the allocation of the protection environment of the Castle of the Moors.

This request expired when article 18.1 of Law 4/2007 of March 16 was established that the file must be resolved within a maximum period of two years.

MC has considered that the elapsed years are more than enough for this heritage to enjoy the necessary protection imposed by the current legislation and be ruled by the competent body in a definitive and non-provisional manner, which is the way in which it could tackle this problem City Hall.

Modernist Autumn

The Plenary has also given its approval to the MC proposal for the local government to institutionalize the annual commemoration of the 'Modernist Autumn'.

Ricardo Segado recalled how "José López promoted the celebration of this cultural movement, which marked a before and after for the municipality, organizing the Year of Modernism in 2016".

This initiative was carried out coinciding with the 100th anniversary of the inauguration of the Gran Hotel, building that served as a symbol for this commemoration.

"Based on this work started in 2016, in November of that same year, during the MC Cartagena mayor's office, the 'Modernist Autumn' initiative emerged, which once again highlighted the concern and social need to continue commemorating modernism in a way annual, with a rich program of activities ", explained Segado.

In this context, he added that "the success of this movement makes it necessary for the Consistory to ensure a sufficient and specific budget for the Modernist Autumn within the municipal accounts, with a clear vocation for permanence and growth in the hands of associations and collectives" .

Specifically, it has been approved to reserve a game of 60,000 euros from the municipal budget next year in order to promote the annual municipal program 'Modernist Autumn'.

Improvements for Los Nietos

Finally, the motion presented by the mayor María José Soler has allowed the municipal government to be urged to cease its inaction and promote various measures to solve the problems and shortages in Los Nietos.

Soler has listed the multiple complaints that have been transmitted by the residents of Los Nietos about the deficiencies that this population presents and that have not been addressed by the Government of Castejón.

Thus, given the large number of incidents registered in terms of security in Los Nietos, which has caused the neighborhood complaint, the MC initiative will promote the increase of citizen security through a greater presence of the Local Police.

Also, the motion contemplates that the state of the entrance road to Los Nietos be improved.

In the same way, it has been claimed that the increase in the number of lifeguard posts on the beach is increasing, since currently only one is available, as well as improving access to the beach for people with reduced mobility.

Likewise, the Demarcation of State Coasts is requested to improve the improvement of water quality, requesting that the possibility of removing breakwaters be assessed.

Lastly, the local government has been required to urge the Demarcation of Coasts to carry out a complete remodeling of the Los Nietos promenade and, without prejudice to this requirement, the City Council will take immediate action to adapt and improve it.
