Citizens: "Cartagena still does not have participation regulations after three years and we owe it to the incapacity of MC and PSOE" (09/01/2019)

- "Little or nothing has been advanced for the creation of one or several neighborhood meetings in the Rincón de San Ginés and that is not worth the thousands of neighbors who live here and want a public body with close participation in which to express themselves, vindicate themselves, and organize their investments like any other Cartagena district, "local spokesman for Cs, Manuel Padín, said today.

- The Executive provides today, more than three years later, a report from the Legal Department on how it affects local minor entities Law 27/2013.

After the meeting of the Working Group of the Sector Roundtable for the elaboration of the Regulation of Citizen Participation, the spokesman of Citizens in Cartagena, Manuel Padín, has indicated that "in April 2018 we said that this City Council would probably be more transparent and close to neighborhood and social groups when the legislature ends, it is no longer a probability is a fact that should embarrass politicians, especially those of the PSOE and those of MC ".

Manuel Padín regretted the time elapsed, "this table was constituted on February 26, 2016, almost three years later we still do not have the draft of the new regulation, the Spanish does not have enough qualifiers to describe the lack of political competence that this Government has had since 2015, this is one of the saddest and strongest examples of the dangers and terrible consequences of believing that you can form municipal governments in such important and complex territories as Cartagena in ten minutes on a napkin; it can be, or deserves, a capricious improvisation as MC and PSOE believed, but a serious, stable and strong project ".

Neighborhood Meetings in the Corner of San Ginés

In relation to the proposal that the Rincón de San Ginés have a neighborhood council, the Orange spokesman recalls that the approval in plenary, in January 2016, of this proposal was promoted by his party and that it had the vote in against PSOE and MC, "we managed to satisfy a historical claim that will mean that some ten thousand people can benefit from the advantages of being represented by a board".

At today's meeting, a report has been provided by the Municipal Legal Department regarding the possibility of creating a new Neighborhood Board, arguing, based on the law 27/2013, of December 27, rationalization and sustainability of Local Administration, that those smaller local entities that are constituted after January 1, 2013 will not have their own legal personality, and that it will be the regulations of each Autonomous Community that regulates this type of entities.

Citizens understands that it is "a nonsense that after three years of inaction this legal report that MC and PSOE should have requested in 2016. The day after the plenary approval of the creation of the Neighborhood Board of San Ginés Corner, the Government had to have requested this report that is being delivered to us today, which seems to us only a kick forward, a gross action that only tries to justify that something has been done during all this time ".

On the other hand Manuel Padín has insisted that "the voice of the neighbors should be heard about the different proposals that are on the table, in order to find the most desirable consensus design, but that does not justify the monumental delay."

The spokesman for Citizens recalls that his group has been saying since 2016 that his group "will be flexible in the application of its proposal, and that it will work so that the final structure is the fruit of the agreement with all the neighborhood representatives involved and scrupulously complying with all the procedures legal, but that is decided at once ", has informed Manuel Padín.

"Here the important thing is to move forward, and this Commission was not convened since April 2018, this neglect does not deserve the people who want to have a public body of close participation in which to express, claim, and organize their investments," he added Padín.

Manuel Padín explained that "we did the complicated, open the way to something that had been claimed for many years, finally find a majority in this municipal Corporation to start the way to improve decentralization and provide the most abandoned populations by the local Administration of an instrument of participation in public life that has budget allocation ".
