The municipal government gives full account of the changes and state of implementation of the budget (07/12/2018)

The municipal government has reported in the plenary session held this morning, at the behest of the Popular municipal group, of the various modifications, credit transfers and extrajudicial acknowledgments made and invoices that had to be paid out of the contract, during the current fiscal year, as well as the degree of execution of the municipal budget of 2018 in the month of November.

The information has been provided by the councilor of Finance, Manuel Mora, who has justified the performance of such actions for which the Governing Board has competence, in the need to ensure the functioning of municipal services.

Mora has differentiated two stages: during the extended budget of 2017 and after the approval of the 2018 budget in the month of July.

Thus, during the extended budget, 32 budgetary modifications were carried out, which included:

A credit supplement of 5.8 million euros, from the surplus and from the 412 account, which was used for early repayment of debt and for the payment of invoices without consignment.

An extraordinary loan of 2.5 million euros, also from the surplus, which was used to invest in financially sustainable investments and pending obligations of budgetary application.

There were also 11 generations of credit worth about 461 thousand euros and 19 credit transfers worth 2.3 million.

As of the approval of the 2018 budget, 53 budgetary modifications have been made, among which are:

An extraordinary loan of 1.5 million euros for the payment of the fair price of the expropriations of Casco Antiguo.

Ten generations of credit amounting to 1.3 million euros and 42 credit transfers for another 1.9 million euros for the different councils and municipal services.

It also includes four modifications for about 500 thousand euros to deal with the network hours carried out by firemen, local police and infrastructure personnel.

As for budget execution, the councilor has indicated that as of November 30, the average expenditure committed was 79.5 percent, equivalent to some 170 million euros on a global budget of almost 214 million.

In terms of income on these same 214 million, there are already recognized rights worth about 185 million which is 86 percent of the budgeted.

As regards extrajudicial acknowledgments for invoices from other years without consignment, four were made;

while a total of 143 invoices for non-contract services were processed, since the new contracts were being tendered at that time.

The spokesman of the PP, Francisco Espejo, has criticized that this plenary session has been summoned in the middle of the festive bridge and what he has described as lack of control, improvisation and lack of planning by the municipal government;

and he pointed out that a great part of these modifications have been made at the expense of the amendments introduced in the municipal budgets by the municipal groups, especially on the part of their formation.

The deputy spokesperson of MC Cartagena, Isabel García, has also criticized the date of holding the plenary session and the government's attempt to hide its incompetence and lack of interest in Cartagena, by changing the fate of the budget items;

while he has defended his economic management during the two years they were in the Government.

For his part the spokesman of Citizens, Manuel Padín, has been annoyed by the look that was taking the full as a second debate on the state of the municipality, that control of budget changes and has advocated that the full exercise greater control on this aspect, given the capabilities that the government has in this field.

Finally, Franciso Martínez, from CTSSP, pointed out that the budgets should be approved on time and that the main problems that should be tackled with them are the drafting of a new General Plan;

the lack of control and exigency to the big municipal concessionaires and the liquidation of the Casco Antiguo society.
