The City Council's plenary session supports the nautical sector and asks to facilitate voting for European residents (29/11/2018)

The plenary session of the City Council of Cartagena has approved this morning unanimously institutional declarations of support to the nautical sector before a new regulation and to the European citizens resident in the municipality to give them greater facilities to vote in the next local and European elections.

The session chaired by the mayor, Ana Belén Castejón, has approved to urge the Development Commission in the Congress of Deputies and the General Directorate of the Merchant Navy for the modification of the draft Royal Decree that regulates the professional qualifications and competence of Merchant Navy with the aim of removing the obstacles that this regulation would mean for many citizens and, above all, the nautical sector so important for the coast of Cartagena and that could be seriously affected by not adapting this regulation to the reality of our country.

The declaration also calls for the creation of a sectoral round table, which will introduce by consensus all the guidelines of the International Convention on standards of training, certification and guard for seafarers.

The institutional declaration has also been approved to facilitate the right to vote for European citizens living in our municipality during the upcoming local and European elections.

To this end, it is urged that the declaration to vote be made only once and serve for successive elections as long as there is no demonstration against the interested party and remain a resident in the municipality and appear as such in the electoral census.

EXECUTION OF THE BUDGET AND COLLECTION OF THE MOLINETE

Within the matters of the agenda, the plenary has been informed of the state of execution of the budget relative to the third quarter of 2018, presented by the councilor of the Area of ​​Public Function, Finance and Quality of Life, Manuel Mora, who figures the degree of execution by 67 percent in terms of expenses and 78 percent in terms of income and a term of payment to suppliers that during the month of September was 33 days.

In addition, the creation and application to the Autonomous Community of the recognition and cession of use of the museographic collection of the Roman Forum (Molinete), composed of some 300 pieces from different historical eras, found in the area and to be exhibited in the future museum.

APPEARANCES

Already in the section of the initiatives of the municipal groups during the plenary session has taken place the appearance of the councilor of Public Services, Juan Pedro Torralba, approved in the past plenary session, which has explained various issues relating to the management of the water contract, plans by the MC Cartagena spokesman, José López.

In this sense, the plenary also unanimously approved the appearances of the mayor and the councilors of the municipal government to explain various issues of their field of competence, requested by the popular councilor, Francisco Espejo.

Specifically David Martínez Noguera to explain the strategic plan of Tourism and the actions carried out throughout this term;

the mayor and town planning councilor, Ana Belén Castejón on the layout and arrival of the high-speed train to Cartagena;

the Councilor for Commerce, Carmen Martín del Amor, on the preparation of the Trade Plan and the means adopted;

the one of Social Services, Mercedes Garci'a, on the measures taken in matter of Social Subjects;

the Citizen Security Officer, Manuel Mora Quinto, in order to report on the degree of compliance with the Strategic Plan of the Local Police announced and launched in April 2016;

and again that of Public Services, Juan Pedro Torralba, about the cleaning shock plans carried out with the Lhicarsa concessionaire.

NURSING AND HYBRID TRAINS

In another vein, the plenary unanimously approved a motion by MC Cartagena, formulated by María José Soler urging the Spanish Parliament and the Government of Spain to initiate the processing of a regulation that sets and regulates the ratio of nursing professionals. per patient, to guarantee a humanized, safe and quality assistance.

Also unanimously approved a motion of MC Cartagena presented by José López, urging the Government of Spain to the immediate implementation of a service on the Cartagena-Madrid line with the so-called hybrid trains that allows connection to the different lines of the rest of Spain, increasing the frequency of these convoys;

at the same time that the Cartagena-Murcia service is optimized and the tariff is reduced for all users.

A motion by this same councilor has also been approved so that the evidence of the opposition of the Local Police can be recorded in audio and video in the light of the suspicions arising from the connection of some members of the court with opponents.

The initiative has counted on the vote against PSOE and Ciudadanos;

and the abstention of CTSSP.

The councilman of Public Function, Manuel Mora, has explained the legal problems posed by this measure in terms of consent of applicants and data protection.

In addition, a motion has been approved by MC Cartagena presented by Isabel García, urging to immediately resolve the allegations to the noise ordinance to make effective the entry into force of the same and while, authorize the organization of small-format performances in local that they are duly soundproofed and that they respect the neighborhood rest.

The motion has counted on the vote against the municipal government that has explained that it has explained that it is waiting for the transposition of European regulations;

and the abstention of Citizens.

ASIAN, RAMON AND CAJAL AND SAN VICENTE DE PAUL

At the proposal of Pilar Marcos, of CTSSP, a motion was unanimously approved urging the municipal government to carry out an inventory of municipal buildings built with asbestos and its de-asiatized.

Another motion has also been approved by the spokesperson for Citizens, Manuel Padín, to improve road safety on the stretch of Ramón y Cajal street between the Corte Inglés shopping center and the Cuatro Santos neighborhood, to reduce the risk of accidents.

The measure has had the vote against the PSOE through the Councilor for Citizen Security, Manuel Mora has said he could not allow road safety questioned when the statistical data did not justify it.

Also of this same councilman has approved a motion to adopt measures to ensure safety at the time of entry and exit of schoolchildren of the school of San Vicente de Paul, in the Rambla de Benipila.

The agreement has counted on the abstention of MC Cartagena and the vote against the PSOE that has indicated as an alternative solution the use of an internal itinerary of entry and exit of the center, as indicated by the reports of the Local Police

PEOPLE SOLAS, TRANSCRIPTION OF ACTS AND ROCHE ALTO

With the abstention of MC Cartagena and CTSSP that have considered it a little elaborated proposal, another motion of Citizens was approved, presented by Manuel Padín, urging the local Executive to develop a specific municipal plan to combat the unwanted loneliness of the elderly in Cartagena, before the end of the year with the aim of budgeting it in 2019, with a series of activities and actions in collaboration with other entities.

On the other hand, the spokesperson of the PP, Francisco Espejo, has obtained the support of Citizens, to approve with the vote against MC Cartagena and the abstentions of PSOE and CTSSP that the transcripts of the plenary sessions will be transcribed in full. it had been replaced by the extract of agreements and audio and video recordings, as allowed by law.

It has also been unanimously approved a motion of the PP, presented by Diego Ortega for the improvement of gardens and sidewalks in the Urbanization of Roche Alto and another formulated by Francisco Espejo to include a heading in the budgets of 2019 to improve the facilities of the Polideportivo de Plata Paraíso complex, which has counted on the abstention of CTSSP.

ALAMEDA AND IMPROVEMENT OF PRIMARY CARE

The last two approved motions have been unanimously: one of the PP presented by Francisco Espejo for the settlement of the deficiencies presented by the Alameda de San Antón area;

and another from the socialist group, formulated by councilor Carmen Martín del Amor to provide the primary care centers of the municipality with greater material resources and personnel to reduce waiting lists that can last up to ten days.

After the turn of questions, the mayor, Ana Belén Castejón, decided to take a break to continue the session in the afternoon, given the tension that had been generated in the formulation of the question of the spokesman of MC Cartagena, José López, on the state of the sanctioning procedure to the popular councilor Álvaro Valdés, and who has followed the incident that has caused the definitive suspension of the plenary session at the request of the rest of the spokespersons of the municipal groups.
